Like other philanthropic organizations during the early weeks of the COVID-19 pandemic, the Jim Joseph Foundation took steps to loosen grant requirements, support CEOs and leadership teams, and provide funding for emergencies and innovations.

The foundation, which strives to bring consistent expertise with evaluation and research in untroubled times and whose mission is to foster effective Jewish learning experiences for young Jews, has a unique perspective when reflecting on learning. So another area that required flexibility was in the re-examination of learning plans to take advantage of the “forced experimentation” imposed by the pandemic lockdown.

In December 1994, Mexico entered a financial crisis. The government abandoned its crawling peg exchange rate policy, letting the peso float and devalue substantially. The recently privatized banking sector found difficulties in meeting regulatory minimum capital. The Mexican government assisted with a $52 billion international financial package, enacted multiple programs to contain the crisis. The first program introduced to recapitalize the banks was the Temporary Capitalization Program (PROCAPTE) in February 1995. Banks could issue subordinated debentures to the Bank Fund for Savings Protection (FOBAPROA). These debentures were convertible into equity shares (common stock) with voting rights after five years. In 1995, following the economic contraction, the recently privatized banking sector experienced difficulties in meeting regulatory minimum capital requirements. The global oil shock in 1973-74 occurred at a time when Spain was embarking on a liberalization of its financial system that resulted in many new entrants, particularly small- and medium-sized institutions. The banking crisis that followed from 1977-85 affected 52 of the country’s 110 banks, most of them of small- and medium-sized, that comprised over 20% of bank deposits. Spain established the Deposit Guarantee Fund in November 1977 to provide limited deposit insurance, and, in March 1978, established a Banking Corporation to take control of and reorganize troubled banks. Purpose: Organizational leaders play a pivotal role in postcrisis activities. There is abundant research in the actions of leaders in a crisis; however, there is limited research regarding the leadership competencies required postcrisis, and a gap remains in knowing which leadership skills are needed postcrisis. The purpose of this Delphi study was to identify the leadership skills needed to promote organizational resilience, to act with integrity, and to possess a learning orientation of organizational leaders in the postcrisis phase.

Organizations responding to humanitarian crises often have different organizational cultures and observational lenses, presenting barriers to collaborative efforts at the outset of a crisis. The inherently chaotic nature of these crises exacerbates this problem, slowing the speed of response and the degree of efficacy of the response effort. The purpose of this case study was to explore the decisions of elected leaders along the Gulf Coast during Hurricanes Katrina and Ike in order to understand their leadership behaviors in crisis preparedness.
