This report is part of an ongoing investigation of the support of neighborhood associations by community foundations in three states – Michigan, New Mexico and West Virginia. The findings are primarily negative: There is no evidence that the 22 community foundations of West Virginia have provided support for the development or continuation of neighborhood associations in the state.

Nonresident Winter Visitor Profile: A Study Of Winter Visitors To Montana, Norma Nickerson, Thale Dillon

Institute for Tourism and Recreation Research Publications

Provides an assessment of characteristics of nonresident winter visitors to Montana during the 2000-2001 winter season. This report describes the winter visitor in terms of demographics, trip characteristics, travel behavior and expenditures in the state, as well as provides an updated estimate of economic impact of winter travelers in the state. The report also serves to update information gathered during ITRR's previous nonresident winter study in 1997-1998.

Global airline strategic alliances have emerged since the late 1980s, and their number has slowly risen through the years. Will the number of such alliances continue to proliferate? Or will airlines consolidate with one another to form mega-carriers? In this paper, the likelihood of various airline consolidation and alliance development possibilities was examined based on a number of high-level trends and forces. The most probable near-term industry alliance and consolidation structure is described, accompanied with a probable path of evolution. Pilot study to determine the effectiveness of an on-site regional survey for gathering information on summer visitors and their expenditure patterns. The objectives of the study were to determine the best survey instrument and methods to use at the regional level, and to describe visitors to the Gold West Travel Region in terms of demographics, trip characteristics, travel behavior and expenditures.

A Five-Year Management Stategy For Recreational Fishing On The West Coast Of Western Australia, West Coast Recreational Fishing Working Group

Fisheries management papers

In its discussion paper (Fisheries Management Paper No. 139), which was widely distributed and publicized, the working group put forward a range of management proposals for community discussion. These were developed after meeting directly with recreational fishers in key regional centres and receiving feedback from fisheries scientists and managers. The discussion paper attracted widespread comment, with more than 1,200 written submissions received from recreational fishers, angling clubs and other stakeholders. Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan Koppell

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

Short Term Effects Of The Retrenchment Exercise On Individual And Organisational Performance In The Uganda Civil Service: Part I, Peter Baguma

International Bulletin of Political Psychology

This study set out to assess the short-term effects of a retrenchment exercise on individual and organisational performance in the Uganda civil service. In all, 247 senior and lower rank employees from 6 civil service ministries were administered a questionnaire that measured individual performance, factors hindering employee performance and suggestions on how performance could be improved, and organisational performance factors. The majority of participants reported retrenchment had positive or unknown effects on individual performance. Factors hindering employee performance were inadequate funding, lack of motivation, work overload, and lack of tools--to mention but a few. Providing a living wage, improved incentives, …

Sales taxes have been a much-depended on source of revenue for local governments since the early part of the 1900’s. Southern Nevada local governments rely relatively heavily on sales and use taxes for a source of income. In 1998, the United States Congress passed an Act that imposed a moratorium on Internet sales tax collection until October 2001. With the explosive growth in Internet sales, the issue of the failed collection of an Internet sales tax has come to the forefront of local government finance discussions.

Controversy surrounds the adjudication of the United States Navy (USN) commander whose submarine collided with and then sank a Japanese fishing boat in February 200l. The USN has Issued a letter of reprimand to the commander and is allowing him to leave the Navy with full pension based on his current rank, as opposed to authorizing a court-martial that would have rendered the commander liable to very serious criminal charges and sentences. At Issue have been the effects of the adjudication on military personnel aware of the adjudication.

The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, Airline Quality Rating 2001, reflects monthly Airline Quality Rating scores for 2000. AQR scores for the calendar year 2000 are based on 15 elements that focus on airline performance areas important to air travel consumers.

Sports wagering is the largest form of gambling in the world. In the United States, the practice is largely illegal. Nonetheless, it has sustained incredible growth both legally and illegally throughout the twentieth century. Current legislation in Congress would revise a 1992 federal law that banned legal sports wagering in this country with the exemption of four particular states, Nevada included. The state of Nevada is the only place in which wagering on college sports is legally practiced. The State of Oregon runs a small sports betting game out if its lottery. Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. The purpose of this case study is to analyze methods used in the city of Norfolk, Virginia to control adult oriented businesses (AOBs). Evidence is derived from several sources: interviews, analysis of government records, documents, historical photographs, and current observations.

The research examines approaches taken by the city to control AOBs in three locations: Main Street-Granby Street, the north end of Hampton Boulevard, and Little Creek Road-Shore Drive.
