Water services—including urban water supply, wastewater, and stormwater services—are essential to society and critical for protecting human health and the well-being of communities. Goal 6 of the United Nations (UN) Sustainable Development Goals (SDGs) recognizes this importance and aims to “ensure availability and sustainable management of water and sanitation for all.” Despite progress, the UN reports billions of people still lack water and sanitation services. Many governments around the world face the challenge of balancing between investment in new assets, programs, and services and providing the required funding for repair and replacement of existing water assets. This Article provides an overview of high-level federal initiatives for general artificial intelligence (AI) applications set forth by the U.S. president and responding agencies, early indications from the incoming Biden Administration, targeted federal initiatives for sector-specific AI applications, pending federal legislative proposals, and state and local initiatives. Cybersecurity is a national priority in this big data era. Because of the lack of incentives and the existence of negative externality, companies often underinvest in addressing security risks and accidents, despite government and industry recommendations. In the present article, we propose a method that utilizes reputation through information disclosure to motivate companies to behave pro-socially, improving their Internet security. Using outbound spam as a proxy for Internet security, we conducted a quasiexperimental field study for eight countries through SpamRankings.net. This outgoingspam-based study shows that information disclosure on outgoing spam can help reduce outgoing spam, approximately by 16 percent. This …

Nebraska is currently ranked 4th in the nation for wind energy potential, but ranks low in actual wind power production. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.

There is increasing empirical evidence from academic research and strong recognition among policymakers that wide diffusion and innovative uses of digital wireless phones are important sources of a country's economic growth and social development. Adopters do not necessarily adopt digital wireless phones at the same time though. Although the diffusion of innovation theory suggests five adopter categories according to their degree of innovativeness, this approach lacks theoretical justification and, more importantly, it makes a critical assumption of a normal distribution of adopters that needs empirical validation.
