Some problems confronted by managers include ill-formulated wicked planning problems, a type of problem that is difficult to solve because, in part, it is difficult to know what the problem is. The Churchmanian Knowledge Management Systems (CKMS) (Richardson & Courtney, 2004) is comprised of design principles for aiding system designers, managers, and clients who make decisions pertaining to these ill-formulated wicked planning problems. Drawing upon the theories of complexity and complex adaptive systems and the Singerian Inquiring System from C. West Churchman's seminal work The Design of Inquiring Systems the dissertation herein develops a systems design theory for continuous auditing systems. The dissertation consists of discussion of the two foundational theories, development of the Theory of Complex Adaptive Inquiring Organizations (CAIO) and associated design principles for a continuous auditing system supporting a CAIO, and instantiation of the CAIO theory. IS vendor organizations are increasingly using program management practices to manage complex projects (Gierra 2004). The move to program teams is due to the realization that the management of many client projects and their underlying dependencies requires teamwork among project managers from different projects (Cooke-Davies 2002; Ferratt et al. 2006; Sanghera 2007). With two separate studies, first we extend the team competence framework and utilize organizational learning theory to understand the antecedents and outcomes of teamwork behaviors. It is believed that users' physical participation or psychological involvement in the development process can improve user satisfaction and/or system quality. Governance steers and verifies performance of fiduciary duties, through the implementation of proper governance mechanisms. With a focus on information security, this essay presents three categories of governance mechanisms - process-based, structural, and relational. When properly instituted, they work together to ensure that IT understands business requirements for information security and strives to fulfill them. This dissertation examines backsourcing of corporate IS activities, and why IS outsourcing clients decide to backsource. Information Systems (IS) backsourcing is a business practice in which a company takes back in-house assets, activities, and skills that are part of its IS operations and were previously outsourced to one or more outside information service suppliers. This study builds on the theory of planned behavior, institutional and innovation diffusion theories to investigate physicians' responses to introduction of electronic medical records (EMR) in large healthcare organizations. Using a case study methodology, we show that physicians' attitudes towards using EMR are influenced by their perceptions of EMR complexity, relative advantage, compatibility with professional beliefs and individual predisposition to change. Specifically, we found that EMR usability characteristics such as system interface, "navigation," "search" and "speed" are major dimensions underlying physicians' perceptions of EMR complexity. Some believe that a much broader array of concerns should be brought into organizational decision-making processes, including greater consideration of social, political, ethical and aesthetic factors (Mitroff and Linstone, 1993; Courtney, 2001).
