Robert Navarro was born and raised in El Paso, Texas and attended school in El Paso. After Robert graduated from high school, he attended Texas Western College in El Paso, Texas and graduated in 1961 with a B.S. in Civil Engineering. He entered the United States Army via the ROTC program for two years. After the Army, Robert attended New Mexico State University and received his Masters in Structural Engineering.
