The purpose of the project was to develop a model handbook of hiring and employment practices and procedures for private K-12 schools. To accomplish this purpose a review of literature and current policies or procedures from public and private schools, agencies and organizations was conducted. Additional related information from selected sources was obtained and analyzed.

Proficiency Appraisal: A Viable Alternative To Merit Pay, Kenneth T. Pietraniec

An original design of an incentive plan to reward and encourage instructional proficiency was developed. The evaluative criteria is based on findings of current research in effective instruction. Students, colleagues, administrators, and a trained outside observer appraise behaviors in the domains of classroom climate, time on task, management of student conduct, and teacher expectations. A proficiency grid rates and maps the collected data. Proficiency point totals determine monetary reward and identify professional development needs.

This paper presents a study of the relationship between the Central Kitsap Education Association and the Central Kitsap School District. The Association went to impasse with the District on May 31, 1972. This study will examine how the negotiations process broke down to cause such a situation. A close look will be given to the procedural and legal relations between the District and Association. Recommendations will be given as a result of an analysis of the District-Association relationship. The major recommendation will be joint definition of terms.
