Colleges and universities have, by and large, responded well, one might say, very effectively as organizations, to the pandemic. This observation may come as a surprise because some would vehemently disagree. Surprising also because in many academic environments, decision-making around managing crises, let alone implementation of solutions, is slow, politicized, and often driven by personal or constituent agendas. Responding to internal or external challenges, implementing strategic plans or effectuating decisions proactively, particularly at the system or institutional level, is difficult. Over the past twenty years, shootings and other violent incidents, acts of terrorism such as the attacks of September 11, 2001, and natural disaster events such as hurricanes or floods have occurred with increasing frequency. Situations like these pose significant challenges for school administrators when a normally-peaceful educational environment is quickly transformed by significant acts of aggression from within, or by external threats that impact the educational domain with little or no advance warning.

Universities have had a tumultuous history in terms of crises. Though crises have always existed, its definition and emphasis in the landscape of higher education has dramatically changed in the last 50 years. For this reason, the study and implementation of crisis management systems have become a growing phenomenon on campuses around the nation. However, as the types of crises institutions face diversifies, communities’ emphasis on leadership accountability has also become more magnified. The purpose of this study was to contribute to current theory-driven research in crisis communication by examining the perceptions of multiple stakeholder groups to a university crisis response strategy. Two main questions were examined in this dissertation. The first question attempted to determine if a significant difference existed between stakeholder groups and their perception of university reputation, responsibility for the crisis, and potential supportive behaviors toward the university following the university’s response to a crisis. The second asked if Coombs’s Situational Crisis Communication Theory is a practical application for universities.

It is too easy, according to business consultant Laurence Barton, Ph.D., for businesses to operate on cruise control, sure of the familiarity of the road and without the protection of a current crisis response plan that could offer some protection for the bumps and hazards to come. Numerous researchers, however, are sounding the alarm. Without the sense of urgency of a 9/11-scale crisis, the number of organizations without current crisis plans in place is slowly decreasing, according to a 2005 American Management Association study.
