Policymaker Discourse In Colorado Public Higher Education Appropriations, Nathan Willers

State funding for higher education is one of the most pressing issues facing both institutions and policymakers in 2022. Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition. Policy discourse analysis through a poststructural and neoliberal lens provided insight towards the legislative process and the discursive themes utilized by Colorado policymakers during the 2021-22 legislative budgeting cycle. Curriculum, as a concept, has been historically associated with traditional schooling, but the reality is that its application extends to many arenas beyond academia. Through the case study lens, this dissertation utilized the ideologies of curricular theorists John Dewey, John Franklin Bobbitt, and Ralph Tyler to explore how intended, enacted, and assessed curricula phases can integrate into a professional working organization’s comprehensive functionality and materialize into the planning and implementation of its operational infrastructure. The nonprofit sector is a large, growing, and essential part of the United States economy. There is a history of inspired ideas and complex change in the nonprofit sector that marketing educators and business school administrators must understand if they are to be leaders in the continuing evolution of nonprofit marketing education.
