Improving Veteran Access; Status Of Operations Of The United States Department Of Veteran Affairs Work-Study Program, Kirk Allen

The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

Higher education is a funding priority every state should invest in. However, the great recession of 2008 left a catastrophic impact on how public universities in the United States are funded thus mobilizing higher education institutions to seek external support. This focus has led to public universities developing advancement programs to cultivate and solicit alumni support. With the average alumni giving rate at 10% across the nation and 2.8% more specifically for HSIs, and more Latinx students graduating with their bachelor’s degrees, it is important for universities to understand philanthropic motivations among their Latinx alumni population.

Although Latina/os are the largest minority group in California and enrolling in higher education in record-breaking numbers (Zarate & Burciaga, 2010), the graduation rate of this group is very low (Kewal-Ramani, Gilbertson, Fox, & Provasnik, 2007). A phenomenological approach was used in this study to explore the lived experiences of Latina/o students at a for-profit college in the Inland Empire. Students from different major fields of study described how they explored and sought college information, how they experienced both community and for-profit colleges, and described their levels of sense of belonging in both community and for-profit colleges.
