Reform of the Lebanese Public Accounting System in the Context of the International Public Sector Accounting Standards (IPSASs) This study addresses the increasing challenges that the Lebanese public accounting system is facing, in light of globalization, in shifting from a cash basis to an accrual basis system, as per the International Public Sector Accounting Standards (IPSASs). This study seeks to determine the relationship between organizational justice (OJ) and organizational citizenship behavior (OSB) among local administration’s employees through the five-factor model consisting of altruism, courtesy, conscientiousness, civic virtue, and sportsmanship. In order to achieve the study’s objectives, two scales have been adopted, namely organizational justice and organizationa citizenship behavior. Aformentioned scales have been adapted to suit both the nature and the environment of the study and have been carried out on 72 employee at workplace.
