Over a five-month period in 2013, HSUS staff visited 16 pet stores and three flea markets across the state with hidden cameras to find out where they get their puppies and to check on the puppies’ conditions. HSUS staff also studied hundreds of shipping documents representing more than 1,400 puppies shipped into Texas between May 2012 and August 2013 from out of state, representing just a sampling of the thousands of puppies shipped into Texas every year for resale. Late last year, researchers at The Humane Society of the United States (HSUS) spent weeks poring over state and federal inspection reports, investigators’ photographs, and enforcement records to compile a list of some of the worst puppy mills in Missouri, known as “Missouri’s Dirty Dozen.” The report included direct quotes detailing horrific care violations documented in the facilities’ federal and/or state kennel inspection reports. Missouri’S Dirty Dozen: A Report On Some Of The Worst Puppy Mills In Missouri, The Humane Society Of The United States

The purpose of the report is to demonstrate current problems that could be addressed by the passage of Proposition B, which Missouri citizens will vote on in November. Under Proposition B, the Puppy Mill Cruelty Prevention Act, many of these dealers’ horrific violations would be backed by stronger enforcement opportunities.

All of the puppy mills on the Dirty Dozen list are licensed by the USDA, the state, or both, according to the most recently available records reviewed by HSUS researchers. Some sell puppies to pet stores and others over the Internet. One thing they have in common is atrocious violations …
