Introduction: Access to behavioral health care has arisen as both a challenge and an opportunity as America deals with a health care landscape that has been significantly and probably permanently transformed by the COVID-19 pandemic. The pandemic increased the need for behavioral health services while creating new hurdles to care for those who already had disorders. The pandemic, however, also spurred innovation, leading to expanded tele-behavioral health treatments and other technological advancements. Also bringing Overdose death rates sky rocketing.

Introduction: Telemedicine is well developed and very useful for heart failure patients in emergencies. Many cases of heart failures are due to inability of reaching the physicians on time and failure of assessing the patient disease condition at earlier stage.

Methodology: The methodology for this study was a literature review. Electronic databases used included EBSCO Host, Google Scholar, Academic Search Premier, PubMed, ProQuest, and Marshall Digital Scholar. A total of 32 sources were referenced.

The healthcare landscape has been changing rapidly with changes in the reimbursement system, financial incentives for using information technologies, pay for performance programs for quality improvements and increased demand for hospital services from millions of newly insured patients. Understanding the impact of these policy changes in an operations management context has been an understudied area. We contribute to the literature by incorporating research streams from healthcare, economics, marketing and quality management. This dissertation consists of three studies.
