Immigrant Enclave Theory (IET) investigates the concentration and localisation of immigrants in a specific geographic area. Some IET studies have highlighted the resilience of these communities and described such enclaves as sources of mutual support, collective political power and beneficial social relationships. Other studies have examined the influence of IET on immigrant entrepreneurial activity within these geographic areas, although some of these studies have highlighted IET as a contributor to low profit margin businesses due to over-representation of immigrant enterprises within the same sector and geographic locality. This case study examines the use of semi-structured interviews that I used in my PhD research as a method to explore open innovation in food firms in Ireland. Literature in the field highlights that exploring innovation and the extent to which firms are open and collaborative with people outside of their organizations in conducting innovation requires detailed understanding of the concept in its natural settings. Up to very recently, Ireland was spoken of in very adulatory terms, to the point of being dubbed the ‘Celtic Tiger.’ However, the tiger is no more, having been consumed by a property-led boom, the collapse of which was compounded by the global financial crisis. Taking path dependence as lens, this paper looks at an early sequence of events that shaped the country’s path to ‘tiger hood’, i.e., the policy shift from protectionism to outward-looking economic development. The most recent government strategy statement on forestry sets a planting target of 20,000 hectares annually for the Republic of Ireland, but in recent years this target has not been met. Public afforestation is now limited to the management and replacement of existing forests, so private afforestation must increase if this target is to be achieved. This article quantifies the relative importance of competing forestry and agricultural policy incentives in explaining trends in private afforestation. Several policy reforms to encourage forestry planting are proposed, including greater integration of forestry with the Rural Environment Protection Scheme and increasing the upfront payments …
