This study examined efforts to establish and sustain collaborative educational partnerships across multiple sectors to support the resolution of complex community challenges related to skilled workforce gaps. Much attention has been placed on the politics, structures, and outcomes of such efforts, but there has been a lack of information on the relationships involved—especially within local contexts. This comparative case study of contrasting models of collaborative efforts within two communities focused on how each partnership was established and sustained, how they increased access to skilled careers, and how they were influenced by relational interdependence. Objective: This article addresses a problem of practice in community college leadership: how to effectively use change management strategies to implement a guided pathways model at a community college. Guided pathways is a recent national movement to create more structured and better coordinated academic pathways within community colleges. Cross-sector collaboration is an underutilized source of competitive advantage in the modern economy. Though it is a complex and dynamic system, collaboration can be rendered more manageable through an organized framework. In this paper, a literature review was conducted to survey the research landscape, searching particularly for productive models that may be practically used in forming and maintaining successful cross-sector collaborations. The literature suggests that aspects of collaborative relationships can be categorized for use in analysis and practical navigation. The city of Kitakyushu is located in Fukuoka prefecture, southwestern Japan. The Organization for Economic Co-operation and Development (OECD) designated it as one of the four “Green growth” model cities in the world. The city experienced industrial pollution in the 1960s, however, it currently enjoys a reputation for having successful environmental approaches. Because of this significant history, the author speculates that the Kitakyushu business community continues to be vigilant about socially responsible practices and their CSR communication with stakeholders may be more advanced compared to other businesses in Japan.

In November of 2013, Walmart was widely criticized on social media, then through traditional media, for asking employees to contribute food to other employees who couldn’t afford their Thanksgiving meal. This mini-case asks students to explore the issues related to minimum wage laws, corporate social responsibility, HR practices, and the social impact of large global corporations like Walmart. Students are asked to make recommendations to the leadership of Walmart on strategies for moving forward.

Giving students and opportunity to develop strategies and tactics that respond to a real-world public relations issue, this case also lets students explore the CSR issues inherent in a firm’s supply chain. Although trying to do the “right thing” Victoria’s Secret got caught up in the certification dilemma that many firms face.
