This final report presents the results of an independent, performance-focused review of the effectiveness of Farm Service Agency (FSA) Direct Farm Loan Programs (FLPs) as requested by the Office of Management and Budget (OMB) in the 2005 Passback for FSA. The study focuses on FSA’s direct Farm Ownership (FO), Farm Operating (OL), and Emergency (EM) loan programs.

Effect Of Sand And Wood-Shavings Bedding On The Behavior Of Broiler Chickens, S. J. Shields, J. P. Garner, J. A. Mench

Housing and Confinement of Farm Animals Collection

The purpose of this study was to determine the effect of 2 different bedding types, sand and wood shavings, on the behavior of broiler chickens. In experiment 1, 6 pens were divided down the center and bedded half with sand and half with wood shavings. Male broilers (10/pen) were observed by scan sampling at 5- or 12-min intervals throughout the 6-wk growth period during the morning (between 0800 to 0900 h), afternoon (1200 to 1500 h), and night (2300 to 0600 h). There was a significant behavior x substrate x week interaction during the day (P < 0.0001) and at night (P < 0.0002). Drinking, dustbathing, preening, and sitting increased in frequency on the sand side but decreased on the wood shavings side during the day, as did resting at night. In general, broilers performed a greater proportion of their total behavioral time budget on the sand (P < 0.0001) as they aged. Broilers used the divider between the 2 bedding types to perch; perching behavior peaked during wk 4. In experiment 2, male broilers were housed in 8 pens (50 birds/pen) bedded only in sand or wood shavings. Bedding type had no effect on behavioral time budgets (P = 0.8946), although there were age-related changes in behavior on both bedding types. These results indicate that when given a choice, broilers increasingly performed many of their behaviors on sand, but if only one bedding type was provided they performed those behaviors with similar frequency on sand or wood shavings.

Housing and Confinement of Farm Animals Collection

Three experiments examined how the presence of a neck rail at different heights and locations influenced dairy cattle behavior and stall cleanliness. Experiment 1 compared 4 levels of neck-rail height (102, 114, and 127 cm and no neck rail; presented at 160 or 180 cm from the curb) in a preference test. Cows (n = 10) showed no consistent preference based on neck-rail height, regardless of the horizontal position of the neck rail. Despite the significant rise in obesity in the U.S., economic research on obesity is still in its infancy. This paper employs a microeconomic approach to investigate the effects of price and income changes on weight in an effort to determine how a high-calorie food tax, a low-calorie food subsidy, and/or income changes affect body weight. Although raising the price of high-calorie food will likely lead to decreased demand for such goods; it is not clear that such an outcome will actually reduce weight. Estimating The Impacts Of Differing Price-Risk Management Strategies On The Net Income Of Salinas Valley Lettuce Producers: A Stochastic Simulation Approach, Roland Fumasi, Wayne H. Howard, Jay E. Noel

While government safety-net programs are used to mitigate the price risk for commodity producers, limited programs exist for specialty crop producers. Specialty crop producers utilize forward contracts to reduce downside price risk. In order to estimate the method of price-risk management, if any, that is preferable to selling at market determined prices, a stochastic simulation model was constructed. The completed simulation model was used to estimate probability distributions for Salinas Valley net income under different pricing scenarios. Probabilities of reaching various net income thresholds were compared. Results indicate that Salinas Valley lettuce producers should maximize profitability by using forward contracts.

National economic conditions will continue to favor growth over the next three years. Increased business investment will combine with rising industrial production, expanding exports, and moderate increases in consumer spending to grow the economy. The rate of inflation is expected to increase as well. The rate of real (inflation-adjusted) growth will moderate compared to strong economic growth during 2004. Real gross domestic product will grow 3 percent to 3.5 percent over the next three years. California specialty crop producers face multiple regulatory bodies from both the state and federal government. These producers face regulations pertaining to labor, the environment, marketing, and food safety. When it comes to regulations, ignorance is not bliss. This project develops an informational source for finding federal and state regulations affecting California agricultural producers and provides a perspective of what the California agricultural regulatory environment looks like. Animal welfare during and as a result of transport can be assessed by using a range of behavioural, physiological, pathological and carcass-quality indicators that are described in this paper. Measures of the extent of any disease, injury or mortality resulting from, or exacerbated by, transport are important because health is an important part of welfare. Many of the indicators are measures of stress as they involve long-term adverse effects on the individual. Local food system potentials were studied in Washington County, Nebraska, United States. As a departure from most studies of locally based systems, farmers were surveyed in addition to consumers for potential participation. Data about the current food system and opinions and preferences for local production, marketing, and purchasing of food were collected using self-administered mail questionnaires. The response rate was 35% for the farmer survey and 37% for the consumer survey. Results indicated that, on the farming side of the food system, conventional corn and soybean production and marketing predominated in Washington County, and farmer interest in producing for local …
