Building For Culture: How Municipal Ownership Of Cultural Facilities Influences Annual Arts Funding In American Cities, Adam M. Sachs

This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. Rooted in the historical perspectives of the ‘new institutionalism’ and path-dependency, this paper argues that past decisions about taking ownership …

This case study introduces an arts camp methodology of engaging communities in identifying their key cultural heritage features, thus serving as a meta study. It presents original research based on field studies on the climate-vulnerable Caribbean island of Barbuda during 2017 and 2018. Its Valued Cultural Elements survey, enabling precise identification of key tangible and intangible art forms and biocultural practices, may serve as a basis for further studies. Such approaches may facilitate future research or planning as climate-vulnerable communities harness Local or Indigenous Knowledge for purposes of biocultural heritage preservation, or towards adaptation or relocation. Curatorial and education departments have coexisted for the last half century in American art museums, and have often had differing attitudes about who the museum is for and how best to convey the current and historical meaning of the works they display. This results from trends and transformations in the field, which have recently yielded an increased attention on broadening the definition of the public that the museum serves. "Scientificity" and appeals to political independence are invaluable tools when institutions such as the American School of Classical Studies at Athens attempt to maintain professional autonomy. Nonetheless, the cooperation of scientists and scholars with the Office of Strategic Services (OSS), among them archaeologists affiliated with the American School, suggests a constitutive affinity between political and cultural leadership. This relationship is here mapped in historical terms, while, at the same time, sociological categorizations of knowledge and its employment are used in order to situate archaeologists in their broader social and political context and to evaluate their work not merely as agents …
