This article argues shortfalls in the international institutions governing the Arctic have allowed Russia and China to expand control over the region. It provides an overview of regional governance and power dynamics, outlines a three-part approach to correcting deficiencies, highlights attempts by Russia and China to circumvent international governance, examines how the Arctic’s governing institutions address Russian and Chinese growth in the region, and focuses on the institutional failures that have allowed Russia and China to expand—failures academic scholarship and US policy have not adequately addressed. China’s Belt and Road Initiative has resulted in a variety of investment and infrastructure projects around the world, especially in developing countries. This initiative is unique in its implementation strategy, particularly the hands-on approach China takes to each infrastructure development project. Projects are financed by Chinese national banks and built by Chinese corporations utilizing majority-Chinese labor. These projects are seen by many countries as mutually beneficial; China is able to provide gainful employment and business to its national corporations in exchange for lucrative infrastructure for the host countries in the form of advanced roads, rails, ports, etc. Other countries, especially …

The Diaoyu Islands are a small, uninhabited archipelago in the East China Sea which has begun increasing in strategic significance due to its advantageous location near Taiwan and along the First Island Chain. The islands are currently under Japanese administration, but the People’s Republic of China considers them historically Chinese and contests Japan’s claim to the islands. A careful examination of China’s actions in challenging Japan’s rule over the Diaoyus reveals the influence of the Thirty-Six Stratagems, a tome of ancient Chinese military wisdom which provides a framework onto which China’s current strategy corresponds. This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. This project is guided by its research question of why and how the Nixon and Carter administrations decided to maintain unofficial relations with Taiwan, despite pursuing the normalization of relations with the People’s Republic of China. President Nixon and National Security Adviser Henry Kissinger struggled to answer this question and left it up to “historical evolutions.” The Carter administration believed in three fundamental principles, each spearheaded by different agents in the administration: (1) that the United States had a moral obligation not to jeopardize the future of the Taiwanese people, (2) that the United States must pursue normalization with the …

At the conclusion of World War II, American citizens, including millions of deployed servicemen, reasserted the democratic freedoms they sacrificed to win the war. The American intervention in North China during the Chinese Civil War presented a ripe opportunity for civic restoration in late 1945. Controversial and seemingly at odds with the stated goals of the Second World War—namely the “Four Freedoms” and the Atlantic Charter—the US military presence in North China faced formidable domestic political obstacles. This thesis explores the nexus of domestic politics and foreign policy in the post-World War II era. Focusing on 1945-1946, this project steps …
