Political Corruption In The Caribbean Basin : A Comparative Analysis Of Jamaica And Costa Rica, Michael W. Collier

Political corruption in the Caribbean Basin retards state economic growth and development, undermines government legitimacy, and threatens state security. In spite of recent anti-corruption efforts of intergovernmental and nongovernmental organizations (IGO/NGOs), Caribbean political corruption problems appear to be worsening in the post-Cold War period. This dissertation discovers why IGO/NGO efforts to arrest corruption are failing by investigating the domestic and international causes of political corruption in the Caribbean. The dissertation’s theoretical framework centers on an interdisciplinary model of the causes of political corruption built within the rule-oriented constructivist approach to social science. The model first employs a rational choice analysis …

Harold Marsh Sewall And The Truculent Pursuit Of Empire: Samoa, 1887-1890, Paul T. Burlin

The conflict between Thomas F. Bayard, Grover Cleveland's first Secretary of State, and his subordinate, Harold Marsh Sewall of Bath, Maine, who was U.S. consul general to Samoa, was not a disagreement about the goals of American policy. Their disagreement related more to tactical considerations. And at that level, generational differences probably drove them apart. Specifically, the meaning of the Civil War for the younger generation of which Sewall was a part may well have contributed to his “truculent" pursuit of empire, a posture that totally unnerved the older Bayard. Welfare reform, downsizing government and making government more efficient are issues that could be taken from some 1990s political candidate's campaign handbook. But they have been longstanding themes in Maine's political history. Administrative reform was a key element in William Tudor Gardiner's two terms as governor from 1929 to 1933. No study of Gardiner's career would be complete without examining the events encompassing the Administrative Code of 1931, a comprehensive reform bill that was intended to change the way Maine government operated. In 1997, Ira Katznelson contributed to the ongoing discussion among social scientists and historians about how to analyze class formation and the development of the American state. He was particularly interested in tying this research to the history of liberalism in an effort to both historicize the generalizations of Louis Hartz and address the question of American exceptionalism. Evaluating the body of research, Katznelson argued that authors had too frequently abstracted the state from its context and then used it to explain the very phenomena that helped define the state's character in the first place. A review of state and federal courts decisions on the scope of state police powers suggests that the shift from the more restrictive sic utere principle to the more open salus populi principle may be reversing, with courts -- at least in cases involving sex and marriage -- taking a much more skeptical view of government objectives and justifications.

The Sedition Act Of 1798 And The Incorporation Of Seditious Libel Into First Amendment Jurisprudence, Christopher D. Jenkins

On July 14, 1798, more than six years after the ratification of the First Amendment, the Federalist controlled Congress of the United States passed the Sedition Act. This Act, codifying the substantive English common law of seditious libel, made it a federal crime to publish defamatory matter against the Congress, President, or government of the United States. Republican critics of the act argued it to be unconstitutional as a violation of Congress’ limited powers, and the First Amendment’s press clause. Federalists, however, interpreted this clause to permit prosecutions for seditious libel. The ensuing public controversy over the Sedition Act represented …

After World War II, the United States faced a new enemy: the Soviet Union. However, U. S. armed forces were rapidly demobilized after the war, which hindered the U. S. military’s capability to thwart the Soviet threat. Even though, Communism never had been an extreme threat to U. S. national security. The problem with West Virginia is that it is not controlled by West Virginians. For over a century coal operators, who do not make this state their home but rather the source of their income, have controlled the destiny of West Virginia and its people. The native mountaineers, unaware of the wealth beneath their feet, were either scattered throughout the state or became coal miners themselves.
