Throughout the course of history, the ancient Chinese notion of the Mandate of Heaven has played a fundamental role in guiding China’s foreign relations. The Mandate of Heaven is based upon the idea that the ruler of China has the authority to reign from Heaven. However, the Mandate of Heaven could be revoked if the Chinese leader did not adhere to strict moral guidelines, as evidenced by the fall of numerous dynasties throughout China's history. This article argues shortfalls in the international institutions governing the Arctic have allowed Russia and China to expand control over the region. It provides an overview of regional governance and power dynamics, outlines a three-part approach to correcting deficiencies, highlights attempts by Russia and China to circumvent international governance, examines how the Arctic’s governing institutions address Russian and Chinese growth in the region, and focuses on the institutional failures that have allowed Russia and China to expand—failures academic scholarship and US policy have not adequately addressed. This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. This project is guided by its research question of why and how the Nixon and Carter administrations decided to maintain unofficial relations with Taiwan, despite pursuing the normalization of relations with the People’s Republic of China. President Nixon and National Security Adviser Henry Kissinger struggled to answer this question and left it up to “historical evolutions.” The Carter administration believed in three fundamental principles, each spearheaded by different agents in the administration: (1) that the United States had a moral obligation not to jeopardize the future of the Taiwanese people, (2) that the United States must pursue normalization with the …

At the conclusion of World War II, American citizens, including millions of deployed servicemen, reasserted the democratic freedoms they sacrificed to win the war. The American intervention in North China during the Chinese Civil War presented a ripe opportunity for civic restoration in late 1945. Controversial and seemingly at odds with the stated goals of the Second World War—namely the “Four Freedoms” and the Atlantic Charter—the US military presence in North China faced formidable domestic political obstacles. This thesis explores the nexus of domestic politics and foreign policy in the post-World War II era. Focusing on 1945-1946, this project steps …

This article argues West Point responded to the changing strategic environment from the end of the Cold War through the post-9/11 period by innovating its curriculum. Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Assessments of President Richard Nixon’s foreign policy continue to evolve as scholars tap new possibilities for research. Due to the long wait before national security records are declassified by the National Archives and made available to researchers and the public, only in recent decades has the excavation of the Nixon administration’s engagement with the world started to become well documented. As more records are released by the National Archives (including potentially 700 hours of Nixon’s secret White House tapes that remain closed), scholarly understanding of the Nixon presidency is likely to continue changing. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Elijah Lovejoy’S Oration On The Fiftieth Anniversary Of American Independence: An Essay Discovered, William G. Chrystal

On July 4, 1826, the American republic celebrated its fiftieth anniversary with great fanfare. In this research note, the author provides a transcript of an oration delivered in China, Maine on that day. The speaker was local schoolmaster Elijah P. Lovejoy, better known for his tragic death eleven years later. By then an abolitionist newspaper editor in Alton, Illinois, Lovejoy was killed in 1837 by a pro-slavery mob. Lovejoy’s 1826 oration, then, serves as both a compelling look at the celebration of America’s Jubilee in rural Maine and an early example of the ideological convictions which led Lovejoy to abolitionism. …
