This article argues shortfalls in the international institutions governing the Arctic have allowed Russia and China to expand control over the region. It provides an overview of regional governance and power dynamics, outlines a three-part approach to correcting deficiencies, highlights attempts by Russia and China to circumvent international governance, examines how the Arctic’s governing institutions address Russian and Chinese growth in the region, and focuses on the institutional failures that have allowed Russia and China to expand—failures academic scholarship and US policy have not adequately addressed. This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. At the conclusion of World War II, American citizens, including millions of deployed servicemen, reasserted the democratic freedoms they sacrificed to win the war. The American intervention in North China during the Chinese Civil War presented a ripe opportunity for civic restoration in late 1945. Controversial and seemingly at odds with the stated goals of the Second World War—namely the “Four Freedoms” and the Atlantic Charter—the US military presence in North China faced formidable domestic political obstacles. Japan's War On Three Fronts Prior To 1941, Shaohai Guo

This paper argues that Japan fought a three-front war prior to 1941. Japan not only fought China in the Second Sino-Japanese War, but conducted military operations against the Soviet Union. The third front occurred within Japan, as military factionalism prevented Japan from focusing on either China or the Soviet Union. By 1941, weakened through years of war, Japan focused their attention on French Indochina. This ultimately led to U.S entry into World War II.

Over the past several decades, however, the academy’s educational model has remained remarkably stable, rooted in an enduring commitment to a rigorous liberal education as the best preparation for officers confronting the inherent uncertainties of future wars.

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Observing Chinese foreign policy means looking through a clouded lens. A foggy image can be made out, yet specific details are left undefined. The Chinese reaction to the 1990s First Gulf War is a case in point. The perspective is opaque, yet we can still gather an understanding of important changes in China’s policies. The author provides insights not only into China’s foreign and military policy but also on Chinese-Arab relations. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Hagiography & Historicity: Li Wenyu's Quanhuo Ji Account Of The 1900 Siege Of Beitang, Anthony E. Clark

By 1879 the Shanghai Jesuit, Li Wenyu, SJ, 李問漁 (1840-1911) had distinguished himself as one of Shanghai’s leading writers and editors; he had established both Yiwenlu, 益聞錄 Shanghai’s third newspaper, and the Gezhixinbao, 格致新報 the area’s most popular scientific journal. Less famous, though habitually consulted by historians of China’s turbulent Boxer era (1898-1900), was his protracted and hagiographic narrative of Boxer violence, the Quanhuoji 拳禍記. Li’s meticulous collection of witness testimonies and documentary materials recounting Boxer incidents remains an often-cited source in present historical research; this paper examines the historical reliability of his Quanhuoji, first published in 1905.
