Professional military reading lists have existed for a long time in the U.S. military and in other national militaries. They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. These lists are prepared by the leadership organizations of these armed services such as the Air Force Chief of Staff, U.S. Army’s Chief of Staff, Chief of Naval Operations, and Marine Corps Commandant. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.
