The historian A. J. P. Taylor (1967, p. 7) has called it a "holy book," and contends that because of it, "everyone thinks differently about politics and society." Malthus Was Right After All: Poor Relief And Birth Rates In Southeastern England, George R. Boyer

The payment of child allowances to laborers with large families was widespread in early nineteenth-century England. This paper tests Thomas Malthus's hypothesis that child allowances caused the birth rate to increase. A cross-sectional regression model is estimated to explain variations in birth rates across parishes in 1826-30. Birth rates are found to be related to child allowances, income, and the availability of housing, as Malthus contended. The paper concludes by examining the role played by the adoption of child allowances after 1795 in the fertility increase of the early nineteenth century.

The loss to the English economy caused by decreased migration resulting from relief payments to agricultural laborers is estimated. I conclude that, at worst, the Poor Law had a small negative impact on national product. If poor relief and wages were substitutes, the Poor Law may have had a positive impact on capital formation and economic growth.

The article examines the development of the insurance function of trade unions. It analyzes how such policies worked, and why union benefit packages differed across occupations. It also addresses the impact of insurance policies on union organization. Insurance benefits increased the ability of unions to attract and retain members. They did not, however, significantly increase the power of union leaders relative to employers or union rank and file.

During the ‘golden age’ of the 1950s and 1960s unemployment in Britain averaged 2 per cent. This was far lower than ever before or since and a number of hypotheses have been put forward to account for this unique period in labour market history. But there has been little attempt to isolate precisely how the determinants of wage setting and unemployment differed before, during and after the golden age. We estimate a two-equation model over the whole period from 1872 to 1999 using a newly constructed set of long-run labour market data. We find that the structure of real wage …

This paper examines the determinants of migration from 19 southern counties to six major destinations in England and Wales from 1861-70 to 1891-1900. I find that, while the size of origin-destination wage gaps and the distance between origin and destination areas were important determinants of migration flows, as expected, migration was also strongly influenced by the number of previous migrants from an origin county living in a destination. The assistance provided by previous migrants to friends and relatives contemplating migration led to a perpetuation of earlier migration patterns, and helps to explain the continued dominance of London as a destination …

We present new estimates of the British industrial unemployment rate for 1870- 1913, which improve on the Board of Trade's prior estimates. We use similar sources, but our series includes additional industrial sectors, allows for short-time working, and aggregates the various sectors using appropriate labor-force weights from the census. The resulting index suggests a rate of industrial unemployment that was generally higher, but less volatile, than the board's index. We then adjust our series to an economywide basis, and construct a consistent time series of overall unemployment for 1870-1999.

Rationales for public school reform in the United States are often tied to historical perspectives on the birth and development of schools and are buffeted by the assumption that the history of public schooling says much about how reform efforts should proceed. This interpretive article explores 2 such perspectives on 21st century schools: those of Diane Ravitch, distinguished educational historian and commentator; and those of Herbert Kliebard, considered one of the preeminent authorities on the development of the American curriculum. Journalistic performance in covering the presidential argument to undertake Operation Iraqi Freedom drew almost instantaneous criticism from within the profession. The general line of criticism held that journalists failed a “watchdog” standard of applying scrutiny to the rhetoric of public officials in terms of fact-based and legitimate argumentation. Alleged causes were usually rooted in al-Qaeda’s September 11, 2001 terroristic attacks inside the United States. Some critics submitted that post-attack journalistic “patriotism” granted President George W. Bush an overly-generous benefit of doubt in framing an American response. Over at Civil War Memory, Kevin Levin brought the community's attention to some installations placed on the fences surrounding a few of the statues along Monument Avenue in Richmond, Virginia. The signs are a redress of sorts to the Confederate narrative told through granite, marble and bronze on the massive monuments. They highlight black citizens of Virginia who challenged the racist establishment of the state throughout its history. [excerpt]

Although historians have done in-­‐depth researched on Black police in the South, before the Civil War and during Reconstruction, they seldom assess black policemen’s role in New Orleans between the Battle of Liberty Place and 1913. The men discussed here argue that despite the hardening racial attitudes in Post-­‐ Reconstruction South, in New Orleans opportunity still existed for Blacks to serve in positions of authority, perhaps a heritage of the city’s earlier tri-­‐partite racial order. On February 17, 2008,Kosovo declared its independence. The path to independence and the claim to Kosovo was a long process that developed in three primary phases: A) the fostering of territorial solidarity under direct rule and an emphasis on historical ties to the territory; B) the foundation of the national idea within the realms of proto-nationalism; and C) the emergence of peripheral and mass nationalism. This research seeks to define the development of nationalist ideologies in Kosovo and to explore where Roma fit within those ideologies. For nearly 200 years, there has been a neighborhood in New Orleans, Louisiana named Milneburg, which has been constantly reimagined by its inhabitants and others. From its inception as a port of entry in 1832 until the 2011, it has been called a world-class resort, the poor-man's Riviera, a seedy red-light district, a cradle of jazz, a village, a swath of suburbia and a neighborhood. It has been destroyed eight times due to storms, fires, and civic or governmental neglect. Each time its residents have rebuilt it. Despite the popularity of free people of color in New Orleans as a research topic, the history of free people of color remains misunderstood. During and immediately after World War I the United States lent over $10 billion to various countries to sustain their war efforts and to provide post-war relief. The United States's insistence that these loans be repaid led to sharp disagreements with its erstwhile allies as to the nature of these loans and whether they should actually be repaid.

This thesis examines the processes, and the policies upon which those processes were based, by which the United States attempted to compel the debtor nations to begin repaying their loans.

Cyrus Ingerson Scofield portrayed himself as a decorated Confederate veteran, a successful lawyer, and a Bible scholar who was providentially destined to edit his 1909 dispensational opus, The Scofield Reference Bible. This thesis offers a multilayered image of Dr. Scofield's life by considering political and regional influences, racial and gender attitudes, and religious views he encountered between 1861 and 1921. This study includes an examination of his participation in the American Civil War including his desertion of the South in 1862. After the Civil War individuals throughout the country erected monuments dedicated to the soldiers and events of the conflict. In East Tennessee these memorials allowed some citizens to promote their ideas by invoking both Union and Confederate Civil War sympathies. Initially, East Tennesseans endorsed the creation of a Unionist image to advertise the region's potential for industrialization. By 1910 this depiction waned as local and northern whites joined to promote reconciliation and Confederate sympathizers met less opposition to their ideas than in the past. This thesis examines the ancient Jewish text the Book of Enoch, the scholarly work done on the text since its discovery in 1773, and its seminal importance to the study of ancient Jewish history. Primary sources for the thesis project are limited to Flavius Josephus and the works of the Old Testament. Modern scholars provide an abundance of secondary information. These scholars include R. H. Charles, D. S. Russell, Albert Baumgarten, Seth Schwartz, George Nickelsburg, and James VanderKam. The Book of Enoch was composed from roughly 300 BCE to 10 BCE. Rev. B. Fay Mills was a popular, late nineteenth century Protestant evangelist whose fame approached that of the eminent Gospel preacher, Dwight L. Moody. Preaching to audiences in large urban settings, Mills’ revivals captured headlines and significant column space as he preached sermons of individual salvation from sin from the perspective of Christian orthodoxy. Yet, just as he was reaching the very top of the field of itinerant evangelists, he changed his message to reflect his growing interest in and association with the Social Gospel movement.
