On March 19, 1812, the Spanish Cortes promulgated the Political Constitution of the Spanish Monarchy, often called the Constitution of Cádiz. Two hundred years later, this document—which placed sovereignty “essentially” in the nation (not the king), granted citizenship to all Spaniards of European and American (but not African) origin, and established elected representation for Spain’s mainland and overseas territories at national, provincial and local levels—has received the royal treatment. Sir Alexander Cockburn, Nationality: or, The law relating to subjects and aliens, considered with a view to future legislation (London, W. Ridgway, 1869), 17. In December 1841, voters in Sonsonate (El Salvador) elected Frenchman and long-time resident, Luis Bertrand Save, as their alcalde, or municipal judge, for 1842. The role of the city--as an institution, as a political ideal, as a training ground for politicians--has been neglected in historical studies of Spanish American independence. Connecting the political changes of the Bourbon Reforms (1759-1788) and constitutional monarchy (1808-1821) to those of the independence era (1821-1839), Jordana Dym's analysis of Central America's early nineteenth-century politics shows nation-state formation to be a city-driven process that transformed colonial provinces (weak administrative districts with ambiguous political identities and divided interiors) into enduring states with basic governments and articulated national identities. Early Modern European travelers sought to gather and disseminate knowledge through narratives written for avid publishers and public. Yet not all travelers used the same tools to inform their readers. Despite a shared interest in conveying new knowledge based on eyewitness authority, Grand Tour accounts differed in an important respect from travelogues about Asia: they were less likely to include maps until the late eighteenth century. This paper examines why, using travel accounts published between 1600 and 1800 about Italy and (...) France (Europe) and India and Japan (Asia).
