Citizen Views Of Peace Building And Political Transition In Angola, 1997, Carrie Manning

In November 1994, Angola began what became an often circular struggle to implement the Lusaka Protocol, the second of two peace agreements meant to put an end to more than thirty years of civil strife. Four years later, the Lusaka peace process appears to have come unraveled. Just past midway between these two points, the National Democratic Institute carried out a series offocus groups in Angola that sought to gauge citizens' attitudes toward and understanding of key aspects of the war-to-peace transition and the new political system. This article examines the following question: What characterizes Puerto Rican political development and what promise does electoral politics hold for Puerto Ricans in the United States? Its central premise is that an analytical framework which focuses on economic deprivation and racial prejudice is partial and inadequate to an understanding of the political experience of Puerto Ricans. Throughout the years, mainland Puerto Ricans have moved in and out of the political stage holding the banners of anti-colonialism, separatism, incorporation, and ethnic identity in search of vantage points from which they can satisfy their cultural, social, and economic needs. Why have issues which disproportionately affect African Americans not been brought to the policy forefront and given attention properly so that effective solutions can be found? Because of their roles as controllers of the government's budget, politicians and other policy makers decide which problems will be addressed. It is important, therefore, that African Americans elect political candidates of their choice. In the past, African Americans largely were outside the arena of public policy setting. Thus, solutions to problems which disproportionately affected African Americans were not pursued.

The mass media has said very little about it, but Ron Daniels, an African American, is a presidential candidate. In 1988, Daniels was the southern regional coordinator and deputy campaign manager for Jesse Jackson's campaign. Daniels, a veteran social and political activist as well as former director of the National Rainbow Coalition, declared his candidacy for president at a news conference October 14, 1991.

It has been widely recognized, at least since the Selma march during the civil rights movement, that the interests of black citizens and other minorities are directly connected to their capacity to participate in the political process and to public policies that protect that option. The clear message of the Selma demonstration was that, for a people constrained by a broad range of oppressive racist structures, voting is a basic resource for protecting all other rights. Further, it was clear that those who control power will restrict access to the ballot as their main line of defense.

Beyond The Party-Group Continuum: Massachusetts Interest Groups In The 1980s, John C. Berg

Studies in the 1960s determined that Massachusetts had strong parties and weak interest groups. In the 1970s and 1980s, as the Republican Party shrank, party competition declined, conflict with the Democratic Party grew, and interest groups gained more importance — and probably will remain important despite the Republican gains of 1990. However, group conflict and citizen mobilization, including increased use of the initiative and referendum, create a situation of interest-centered conflict rather than interest-group dominance as traditionally conceived. What goes into the making of a president? To what extent are the mind and character of the American commander in chief determined by his background, his family — and his education? This article represents a transcript of two lectures Nigel Hamilton presented in the spring and fall of 1989 at the Massachusetts State Archives. They were derived from the preliminary sketches for the author's full-scale biography of John F. Kennedy, to be published by Houghton Mifflin in 1992 on the anniversary of the birth of the thirty-fifth president.

In "The Vision Thing," Shaun O'Connell reviews a number of books whose subject matter is not merely the presidential election of 1988, but the impact of image politics in the age of the thirty-second sound bite. He quotes Neil Postman in Amusing Ourselves to Death: "Just as the television commercial empties itself of authentic product information so that it can do its psychological work of [pseudotherapy], image politics empties itself of authentic political sustenance for the same reason."

The 1988 presidential campaign elicited numerous complaints about negative campaigning. But compared to the vicious rhetoric popular at the birth of the republic the rhetoric of the latest campaign was quite mild. Invective rhetoric was employed by the Founding Fathers, men like John Adams, Alexander Hamilton, and James Callender. The partisan press of the time contributed greatly to the harsh tone of politics. All participants felt free to make acerbic remarks directed at the man rather than the issue, a tradition that continued throughout the nineteenth century and into the twentieth. Throughout their history, Canadians have been constantly aware of the Republic to the South. In 1775 the American Revolution spilled over into Canada as the Americans seized Montreal and tried to capture Quebec City. During the War of 1812 Canada received the brunt of American hostility toward Britain, being invaded by the United States at various points along the border, particularly along the New York State frontier. Although successful in repelling the Americans, Canada became very sensitive to her own weakness as contrasted to the growing power of the United States.

In the years following the Civil War, America’s cities grew dramatically, not only because of the Industrial Revolution, but because of the influx of immigrants. The result was political chaos, and the part-time politician couldn't handle the change. From this disorganization, the political boss, a distinctive breed, emerged. Even though many bosses were involved in graft and corruption, they also replaced chaos with order.
Most of the early bosses in the late nineteenth century and the early twentieth century came from either the corner saloon or the volunteer fire department. In either setting they were able to sell themselves as …

In 1895. President Cleveland in his message to Congress in regard to what has come to be known as the "Venezuela affair" said the Monroe Doctrine "has its place in the code of international law as certainly and as securely as if it were specifically mentioned." To test the accuracy of this statement we must determine as closely as possible what the Monroe Doctrine is and what is the correct meaning of the term "code of international law." Having settled our definitions the issue will be clearly defined and its discussion possibly profitable.
