The state of Maine has had but one constitution in its one hundred and forty-four year existence. The document itself, however, has been amended nearly one hundred times. Thirty of these amendments came before the close of the nineteenth century; most of the subsequent amendments were either suggested initially before the turn of the present century or owe their existence to an amendment approved prior to 1900. What is proposed in this study is an examination of the amendments with particular emphasis upon the conflicting reasons of proponents and opponents of specific measures. The original intent of this paper was to examine some phase of the interrelationship of the Mexican, Indian, and United States' cultures in New Mexico during the two decades of Mexico administration. Research soon revealed that cultural conflicts only contributed their share to the problems which existed on this frontier. Identification of the problem areas narrowed the period of interest of the few years preceding the "bloodless conquest" of New Mexico by the United States. These years, roughly from 1840 to 1846, saw the culmination of a combination of circumstances over which New Mexican officials had little or no control. …

The scope of this study has been dictated by its methodology, which, in turn, has been determined by its aim. In order to formulate with precision a theory of political behavior for economic leaders of the mid-nineteenth century it is necessary to document the economic careers, ethnic origins, religious affiliations and family backgrounds of a carefully selected economic elite. What is obtained by the extensive documentation of over one-hundred and seventy-five individuals is the opportunity to study the relationship of these attributes to political affiliation.
