In October 1999 “the second Chechen war” broke out. In December the Russian federal army started an operation to take control of Grozny. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Several cases concerning violations of fundamental rights, in and around the city, have been brought before the European Court of Human Rights against Russia. The lawsuits concerned in particular physical integrity issues. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The Yarnell Collection consists of correspondence received by Orpha Yarnell during World War II from both of her sons, Clyde and Glenn. Clyde served with the 493rd Quartermaster Depot, and the letter from overseas, his training at Camp Harahan, and his stay in Camp Stoneman. Glenn served with the 186th Engineer Combat Battalion, originating from Fort Jackson, Camp Forrest, and New Guinea.

This study examines prostitution in Union-occupied cities during the American Civil War. During the war, the visibility of urban prostitution triggered contentious public debates over appropriate forms of sexuality and over the position of sexualized women in public areas. Union commanders posted in occupied cities had an especially difficult time dealing with prostitution since their garrison troops had money, were not preoccupied by marching and fighting, and expected urban pleasures in an urban environment. For example, military authorities in Washington, D. C., Norfolk, Virginia, and New Orleans, Louisiana, unsuccessfully struggled to control or eliminate public prostitution using traditional legal systems. …

Starting in June 1950, the Korean War marked the beginning of a new era of warfare. The first limited war to take place in the nuclear age amid increasing Cold War tensions, Korea raised numerous questions of how the U.S. would interact with the Soviet Union in the new international climate. In this climate, both sides strove to maintain the world's balance of power. Small shifts in that balance, such as in Korea, assumed great importance, forcing the U.S. to act in areas not previously considered vital.

The history of warfare is replete with episodes chronicling the struggle between developing tactics with technological advances. From the bow to the smoothbore musket, military leaders have always been forced to alter their tactics in order to take advantage of technological advances. During the American Civil War the Union cavalry was able to achieve great heights by wedding their tactics to the advanced firearms their troopers carried. Realizing the potential of breech-loading and repeating firearms the Union cavalry, from 1861-1865, developed a flexible set of tactics that took advantage of those modern weapons. Although it is generally accepted that the Alexander Mosaic copies a painting of the 4th Century BCE, the attribution of this prototype has never been settled. Numerous attempts have been made to associate it with painters recorded in Pliny's Natural History, notably Philoxenos of Eretria, and Alexander's court painter, Apelles.

If the painting were the work of any artist whose name survives, as strong a case can be made for Aristeides of Thebes as for Apelles or Philoxenos. Since Pliny's comment that Aristeides painted a battle against the Persians follows his treatment of the works of Apelles, he is likely …
