“I Am Not Free While [Anyone] Is Unfree”: A Proposal And Framework For Enmarginalized Feminist Policy Analysis, Avina Ross

This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. A nine-component framework, which includes a section for analyst reflexivity, is provided to guide users in conducting EFPA. The author concludes with implications …

Gay and bisexual men in the United States and South Korea have some of the highest HIV rates in their countries, and both have the fewest sex education programs and policies for gay and bisexual males in secondary and postsecondary school systems. Consequently, many South Koreans do not view HIV as a South Korean problem, and with American gay and bisexual men living in this type of environment, their HIV sexual protection knowledge and practices may be compromised. The Internet is a ubiquitous feature in everyday life, but its application to social movements has yet to be completely understood. This phenomenological study examines the lived experiences of bloggers who focused on the gay, lesbian, bisexual, and transgender (LGBT) movement in the United States to understand the impact bloggers and their work as online activists have on existing LGBT social movement organization and operation. Data collection is gathered from semi-structured and open-ended interviews with four social movement bloggers using web-conference software over the course of three months. This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. Researchers have indicated that there are no formal guidelines for placing convicted transgender felons in the United States in correctional facilities and addressing their post-placement medical care and treatment. The problem is that inappropriate placement may lead to the discrimination of transgender offenders; it may also put them in situations that threaten their safety. Attorneys are legal advocates assigned to defend and protect the rights of their clients during the trial and sentencing phase when correctional placement is determined. Trans youth are some of the most marginalized youths in schools. In 2012, the Ontario Government passed two legislations, one of which was the Accepting Schools Act, strengthening supports for lesbian, gay, bisexual, transgender, or questioning (LGBTQ) students in schools. The other was Toby’s Act, an amendment to the Ontario Human Rights Code including protection from discrimination on the grounds of gender identity and gender expression. The purpose of this thesis is to examine how these two acts have created a political context supporting trans youth in schools. This Article critiques the evolving standards of decency doctrine as a form of Social Darwinism. It argues that evolving standards of decency provided a system of review that was tailor-made for Civil Rights opponents to scale back racial progress. Although as a doctrinal matter, evolving standards sought to tie punishment practices to social mores, prison sentencing became subject to political agendas that determined the course of punishment more than the benevolence of a maturing society. This overarching question forms the basis of this paper and will be answered using an array of primary and secondary sources. Human trafficking, domestic minor sex trafficking (DMST), and commercial sexual exploitation of children (CSEC) are complex and multifaceted occurrences in the United States. As the numbers of youth ensnared in sexually exploitive situations increase, organizations and communities are called upon to address the ramifications of this abuse; little research was located, however, that examined collaborative networks and partnerships that address victim identification and mitigation of DMST and CSEC.
