Since the Treaty of the European Union in 1993, the EU has embraced institutional reforms with the stated purpose of achieving greater unity in foreign affairs. Despite the EU's leading role in the political and economic reforms of former Soviet satellites in Central and Eastern Europe, the EU has been less consistent and cohesive in former Soviet space further east--in regions fraught with undemocratic qualities and places where the EU enjoys fewer credible incentives and less leverage.
