The social issue of stray dogs in Taiwan has been increasingly severe. Despite the substantial annual investments in funding and resources by the government, little progress has been made in resolving this problem. The difficulty stems from the dynamic complexity of the issues among stakeholders in the service system. The research problem is: How can complex social problems be analyzed through stakeholders? The research method is a case study of the "Stray Dog Population Management," and system dynamics is employed to demonstrate the complex problems.
