Has the success of corporate capitalism undermined the neoliberal ideas it presupposes, leading to the inevitable growth of socialism? While labor unions may lament the export of jobs, the real issue in today’s increasingly administered and mechanized economy is the global loss of jobs. James Ferguson has provided a strong argument that despite the triumphalist narratives of neoliberalism, capitalist development strategies particularly in South Africa have resulted in concentrated wealth, large unemployment, and the growth of transfer payments. More importantly, he shows how traditional critics of capitalism fall short in addressing the issues of a jobless future. For example, Marxists …

This paper uses an analogy to illustrate two things: (1) the economy is and will always be a casino, and (2) in existing societies and most libertarian, liberal, and socialist visions of society individuals are effectively forced to participate in the casino economy. It argues justice requires that individuals must be free from forced participation in such an economy and that the best way to free people from forced participation is the provision of a Basic Income Guarantee.

A globalizing world is replete with the vulnerable, who are experiencing economic poverty, medical maltreatment, political persecution, and/or cultural misrecognition. The vulnerable are under systematic oppression and domination. Although the wealth of humankind increases continuously, many are excluded from any benefit of this increased wealth. While human beings have achieved significant progress in medical technology, uncountable numbers of people are exposed to a shortage of appropriate medical care. Despite continued expansion of democracy around the globe, the powerless majority and minorities are experiencing ignorance of their differences, culturally and/or politically. Philippe Van Parijs’s (1995) Real Freedom for All: What (If Anything) Can Justify Capitalism makes a very thorough and challenging philosophical argument for basic income. But I believe that it has two important limitations that inhibit it from giving a compelling explanation why basic income supporters believe that support for the disadvantage must be not only universal but also unconditional and enough to meet an individual’s basic needs. Alaska’s Permanent Fund Dividend is closer to a basic income than almost any other policy in the world today. The lessons of how it was created and how it became so popular and successful are extremely important to the basic income movement. Two autobiographies available now tell different parts of the story of the Alaska Dividend. In a period of about eight months, I managed to save and invest enough money to get myself a small personal basic income. It was easy—if you get the kind of lucky breaks I got. Gijs Van Donselaar uses a Guathier-based definition of exploitation (A exploits B if A is better off and B worse off than either of them would have been had the other not existed) and a related concept the abuse of rights in a series of two-person examples to demonstrate that an unconditional basic income can be parasitic and to make the case that everyone has both a right and responsibility to work.
