Dual language programs can reverse the school segregation that results from tracking students by language ability. Such programs have been effective in positively influencing Latino students’ educational achievement. This research report draws attention to the quest of school leaders and parents to achieve successful academic results for immigrant students. In contrast to prevalent schooling practices in the United States, dual language programs are supportive in teaching children a new language. The purpose of these programs is to strengthen academic achievement and language competencies for all students, while promoting the maintenance of students’ native language and culture. This report focuses on the political attitudes and vote choices of the city’s growing Latino population. An analysis of population flows in New York City since the 9/11 terrorist attacksprovides an important context forunderstanding shifts in turnout and the role immigration is playing in shaping the city’s electorate. These trends, in turn, bear on the continuing diversification of the city’s Latino population, and especially its Latino electorate. The New Americans Exit Poll opens a window onto the diversity of the New York City Latino electorate, and raises questions about the interplay of immigrant political incorporation and Latino identity.

Latinos in the New York State’s labor force grew in numbers by 61% during this period compared to 22% for blacks and only 3% for non-Hispanic whites. From these proportions it follows that the workforce development efforts in the state should pay special attention to minority workers, especially Latinos. This report assesses the degree to which available resources in this area are being used to service this group of workers.From this review, the authors infer that of the millions of dollars invested in workforce development efforts in the state, the proportion allocated to address the Latino workforce is astonishingly small. …

This study focuses on understanding why and how Latinos decide to migrate within New York State, specifically in Albany. The authors examine the reasons that push Latinos to migrate internally hoping to find alternative explanations from those provided by neoclassical economics approaches which argue that migration decision-making processes are based on rational cost-benefit calculations (Massey et al. 1997). The authors hope these explanations contribute to grounded policy and program recommendations seeking to improve Latino life in the Albany area and in New York State. The Centro de Estudios Puertorriqueños/Hunter College and Fordham University Graduate School of Social Service collaborated on this report to review the health and mental health status of Latinos/as. This analysis integrates national and local statistics from published reports and scholarly articles. Based on the analysis of Hispanic health and mental health, the authors have generated a set of recommendations for policies targeting the health and mental health needs of Latinos/as and promoting their overall well-being. Aside from these specific recommendations, they call for more disaggregated data collection about Hispanic subgroups.

Using various education and census databases 1this policy brief explores the Latino education pipeline in New York State and, where possible, uses disaggregated data to analyze the changes in educational enrollment, attainment, and achievement for Latinos between 1990 and 2000. The education pipeline represents the distribution of Latinos enrolled in pre-school through graduate and professional school in New York State as well as the education attainment levels of the adult population over 25 years of age. The picture painted in this brief is mixed. On the one hand, Latinos lag significantly behind the aggregate of the US population in positive housing indicators and are overrepresented in the categories of negative housing indicators, and they do so for 2003 as they did in 2001, 1999 and 1997. On the other hand, over this period there has been some progress in some areas of concern; but this progress has not been necessarily consistent. This policy paper includes recommendations to improve housing for latinos.
