Paul generally summarizes the world of men about him as Jews and Greeks, the latter being more comprehensive to him than to us in our outlook upon the ancient world. Paul also often uses the Jewish term the nations, which the Authorized Version renders Gentiles (as Rom. 2, 14; I like Luther's Heiden better) and which comprehended all non-Jews. One fundamental observation must be made at the beginning of this essay.

A little more than ten years ago a short article was offered in the Theological Monthly, the predecessor of the Concordia Theological Monthly, on the topic "The Freer Manuscripts and the Oxyrhynchus Papyri" (Vol. I, 1921, 255-259). The importance of these manuscripts for the student of the Greek New Testament has since been abundantly demonstrated, and it is most fortunate that reprints and facsimile copies of most of the important material included in these finds are available in the larger libraries.

Recommended by the congregation at Antioch unto the grace of God, Paul, having chosen Silas as his companion, set out on his second missionary journey. After visiting the congregations founded by him on his first journey and having gained in young Timothy a new assistant, he entered Phrygia and Galatia, and then turned westward on one of the great military roads lending to the Aegean Sea. He was forbidden to preach in Asia, that Roman province comprising the southwestern portion of Asia Minor, and also from bringing the Gospel into Bithynia, the northern province.

Things are said to be in unstable equilibrium when they lose their balance even upon very slight provocation. When men are in the same predicament, they are said to have lost their poise. If this condition is habitual, the individual is said to be erratic. The same phenomenon may often be associated with an organization, partly because of mob psychology, partly because of leadership that is subject to eccentricities. Such a body, organization, or association is said to have lost its balance.
