This paper explores the implementation of a regional capacity-building program in Solomon Islands, a state that experienced significant violence and political tension between 1998 and 2003. The July 2003 intervention of the Regional Assistance Mission to Solomon Islands (RAMSI) is a useful and relevant case study for understanding the operationalization of Pillar II of RtoP, which the authors have termed the “Responsibility to Assist” (RtoA). While RAMSI has not consciously adopted RtoP language in its operations, the rationale for the intervention included humanitarian as well as wider regional security concerns. This phenomenological study investigated the individual experiences of eight pastors’ wives with the phenomenon, loneliness. Data was collected using informal, conversational, taped and transcribed interviews. Descriptions of the experiences of loneliness and the general factors contributing to loneliness were identified by the participants. The experiences and general contributing factors were compared and contrasted. The findings of this study suggest three factors which most significantly impact pastors’ wives and loneliness. Suggestions for future research involving pastors’ wives and pastors are provided.

Abstract: In recent decades, the structure of the American family has been revolutionized to incorporate families of diverse and unconventional compositions. Gay and lesbian couples have undoubtedly played a crucial role in this revolution by establishing families through the tool of adoption. Eleven adoptive parents from the state of Connecticut were interviewed to better conceptualize the unique barriers gay couples encounter in the process adoption. Both the scholarly research and the interview data illustrate that although gay couples face enormous legal barriers, the majority of their hardship comes through social interactions. This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

Rethinking Mechanistic Explanation, Stuart Glennan

Philosophers of science typically associate the causal-mechanical view of scientific explanation with the work of Railton and Salmon. In this paper I shall argue that the defects of this view arise from an inadequate analysis of the concept of mechanism. I contrast Salmon's account of mechanisms in terms of the causal nexus with my own account of mechanisms, in which mechanisms are viewed as complex systems. After describing these two concepts of mechanism, I show how the complex-systems approach avoids certain objections to Salmon's account of causal-mechanical explanation. I conclude by discussing how mechanistic explanations can provide understanding by unification.

For decades now, Canada has been seen as a global exemplar of peacemaking and peacekeeping, yet the troubled relationship between its state and the Indigenous peoples within its borders does little to support this image. There is, in fact, a strong case to be made that the ongoing crisis of Indigenous–settler state relations in Canada is best understood as a protracted war; or more succinctly, as a failure to achieve peace following the initial violence of conquest and colonisation. Academic Library Seating: A Survey Of Usage, With Implications For Space Utilisation, Michael K. Organ, Margie H. Jantti

Between June and October 1996 the University of Wollongong Library conducted a survey of patron seating usage with the aim of a) quantifying such use; and b) identifying areas where seats could be removed to accommodate the growth of the collection. The survey indicated that maximum usage of the 648 seats available for study was 66%. This supported a conservative reduction of seating numbers by 12%, resulting in minimal impact on patron usage. The removal of seats enabled the installation of additional shelving and a compactus. The findings have facilitated collection expansion for a further five year period.
