Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities.

Women have held some of the highest-ranking national security positions in the United States, though the overall number of women in leadership positions has remained relatively small until recently. The Biden Administration has achieved gender parity in their national security leadership positions, with over fifty percent of these positions being held by women. Since this is the first time in U.S. history that women have such a significant presence in the defense field, it is important to analyze and understand the changes that can come as a result.

The military’s sexual assault prevention and response program is unable to effectively eliminate or even minimize occurrences of sexual assault in the service. This program focuses primarily on the elimination of sexual assault through yearly mandatory education on the current policies and procedures that occur when a victim comes forward. The Sexual Assault Prevention and Response (SAPR) program is reactionary and unequipped to tackle a culture that continues to promote a climate in which sexual assault and harassment exist without fear of retaliation. This thesis explores these issues and provides suggestions for changes in future revisions of the SAPR program. …

Current events warrant a review of US civil-military relations doctrine. This article examines eight principles of military subordination to elected civilian officials and addresses the fundamental question at the heart of civil-military relations theory and practice—what options, if any, does the military have when civilian leadership disregards military advice? Examples drawn from US history provide an important framework to understand the complex interrelational dynamics at play.

In 2018 the United States Department of Defense (DoD) created a new Joint Artificial Intelligence Center to study the adoption of AI by the military. Their strategy, outlined in a document entitled, “Harnessing AI to Advance Our Security and Prosperity,” proposes to accelerate the adoption of AI in the military by fostering a culture of experimentation and calculated risk taking, noting that AI will change the character of the future battlefield and, even more, the pace of battle. As United States military policy continues to evolve and affirm the accession and retention of trans and genderqueer (TGQ) service members, more TGQ people will join and ultimately separate from military service. Reintegration is a term that represents the experience of beginning to separate from the military and transitioning into civilian life, and those who encounter it are referred to as military service member-veterans (MSMVs). Though empirical knowledge of reintegration for MSMVs overall continues to improve, cultural relevance has only recently been considered, and no research has investigated the reintegration experiences of TGQ MSMVs specifically. Black students with disabilities face more hurdles to academic success and completion than do their non-Black non-disabled peers. With an increased reliance on student loans to finance higher education, this double-at-risk population is even more vulnerable than either Black or disabled students individually. This study examines whether there is an additional debt burden to this intersectional population. The Baccalaureate and Beyond public dataset was used to explore student debt for students who graduated in 2017. This analysis found that Black students with disabilities graduated with significantly higher debt burdens than either non-disabled Black students or students with disabilities from other …

This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Assessing threats to the air littoral, the airspace between ground forces and high-end fighters and bombers, requires a paradigm change in American military thinking about verticality. This article explores the consequences of domain convergence, specifically for the Army and Air Force’s different concepts of control. It will assist US military and policy practitioners in conceptualizing the air littoral and in thinking more vertically about the air and land domains and the challenges of domain convergence.

What Went Wrong In Afghanistan?, Todd Greentree

The US Army War College Quarterly: Parameters

Critics of the Afghan war have claimed it was always unwinnable. This article argues the war was unwinnable the way it was fought and posits an alternative based on the Afghan way of war and the US approach to counterinsurgency in El Salvador during the final decade of the Cold War. Respecting the political and military dictates of strategy could have made America’s longest foreign war unnecessary and is a warning for the wars we will fight in the future.

This article explores the current debate about service and Joint operating concepts, starting with the Army’s multi-domain operations concept. It argues for adaptations to an old operational design technique—defeat mechanisms; updates to Joint and service planning doctrine; and discipline regarding emerging concepts. Rather than debate over attrition versus maneuver, combinations of a suite of defeat mechanisms should be applied to gain victory in the future.

Among the many types of services that promote the country’s general welfare, military service is among the most noble. People in the military are keenly aware that their service can place their lives at risk so that others keep their economic, political, and social wellbeing. In addition, those with families are aware that hazardous duty pay for deployment in a war zone in no way compensates for the stress placed on their families. This report estimates that 10,674 Latino veterans live in Massachusetts and provides a descriptive comparison to both non-Latino veterans and non-veteran Latinos. These veterans are 1.2% of …
