The Development Of A Program For Minority Dropout Prevention In The Decatur, Illinois Public School District #61, Priscilla Marjorie Palmer

The purpose of this field study was to identify the need and present a workable model designed to address minority dropout prevention for the Decatur, Illinois, Public School District #61. The overall district dropout rate at the time this field study commenced was 26.6 percent. However, the dropout rate for minority (Black) males was 43.1 percent and 24.9 percent for minority (Black) females. The data shows that a problem of minority dropouts did exist in Decatur School District #61 and that a preventive program was needed to address this problem.The Program to Improve Student Attendance (PISA), was designed for use …

There have been many works written on both the Republican and the Democratic parties. Many works have also described the problem of civil rights and the historical difficulties blacks have had in an attempt to fit in politically. These works, however, have left out one major aspect of this process. Relationships of blacks to the political parties themsevles must be studied to understand one aspect of their continuous struggle for civil rights in America.
It is time that an overview be done on how the political parties have dealt with the civil rights problem throughout their histories. The Republican party …

Free Negroes embodied one of the great dilemmas in the ante-bellum history of the state of Illinois. Nominally a free state, Illinois endeavored mightily to suppress, exclude, and dispose of a class of people who were the ultimate result of the anti-slavery movement. While a majority of Illinoisans deemed the peculiar institution undesirable, they had no intention of accepting free Negroes as equal citizens. Free blacks were often regarded as dangerous and a menace to the well-being of the entire society. Yet, Illinois reconciled its apparently contradictory views on slavery and the free Negro to a remarkable degree.

The purpose of this research was an analysis of the implementation of the federally mandated undergraduate desegregation criteria. This research looked at the development of policy at the federal level, and the subsequent response by the State of Virginia and Virginia Commonwealth University.;Virginia Commonwealth University was selected for this study for two reasons: (1) Virginia Commonwealth University is located in an urban setting which has the largest black population in the state, and (2) this institution has the largest target (identified by the state) of black enrollment than any other public senior institution in Virginia.;Retention strategies were used to measure …

The problem of this study was to increase the general publics' awareness of the difficulties Black Americans faced in pursuit of higher education.
The procedure was a twofold process. First, the writer reviewed some of the pre-college variables that affected the Black student. Second, the needs and concerns of the Black student at a predominantly White University were studied by the use of a questionnaire. The questionnaire was distributed to three groups on the Eastern Illinois University Campus. Alabama State University is well known as a historically black university and for the involvement of its faculty and students during the civil rights movement. Less attention has been given to the school's remarkable origins, having begun as the Lincoln Normal School in Marion, Alabama, founded by nine former slaves. These men are rightly considered the founders of Alabama State University, as they had the drive and perseverance to face the challenges posed by a racial and political culture bent on preventing the establishment of black schools and universities. Problem. Problems have been identified in the African family that is caught up in a cross-cultural situation between the traditional African culture and the Western culture. This study set out to collect and organize information about the changing patterns of African family life and the new structures which have emerged. The magnitude of the problem and the size of the population involved call for a serious attempt to understand the situation and to suggest probable solutions.

The anomalous position of black people in the United States, following the first World War, set the stage for the arrival of marcus Garvey and the Universal Negro Improvement Association. Originally formed in Jamaica in 1914, Garvey transported the UNIA to the United States as the war was drawing to a close, and quickly rose to popularity as black people responded positively to Garvey and his movement.

If blacks are to compete successfully in white academia, they must be able to communicate and interact with white students and professors. Acceptance of middle-class white students with an academic achievement orientation, as friends and equals, should enable or assist blacks in developing positive attitudes toward academic achievement. This in turn should positively affect scholastic performance. The purpose of this study is to explore the relationship between black attitudes toward social affiliation with whites and successful academic performance on integrated campuses.

In the past Blacks have not been used in the construction or development of norms for psychological tests, though they are routinely administered to Blacks. Several researchers have made an effort to determine whether tests which have been standardized on White subjects are applicable to Blacks (Megargee, 1966; Johnson & Sikes, 1965; Mussen, 1953). These authors found that differences in personality of Blacks and Whites on personality tests should not be used to make inferences unless the two groups are matched on a number of prominent variables.

This paper will deal with Fortune's economic ideology between 1883 and 1886, early years in a career that would span four decades. The testing of persons with highly dissimilar cultural backrounds has received increasing attention since mid-century. In America, the practical problems of cross-cultural testing has been chiefly associated with subcultures or minority cultures within the dominate culture. Havinghurst (1951), in citing cultural differences which may affect intelligence performance named social class among the major types of culture in the U.S. A review of the literature revealed that research is close to unanimous in showing that there are significant differences in intelligence performance of children and youth from different socio-economic backrounds. Arkansas, unlike some slave holding states, was never the scene for actual mass uprisings or armed revolts by slaves. Actual acts of resistance and rumors of insurrections did occur in the state. The universal fear of insurrection that was present throughout the South also plagued the mind of the Arkansas slave owner. The fear was not new; since the beginning of slavery, the fear was present and as early as 1672, fear was expressed by the colonists of a slave uprising. Part of the fear was stemmed from conditions of slavery in Arkansas that were inducible to slave unrest.

Booker T. Washington provided for the masses and their economic plight in his thinking, but neglected the cultural-political theory, and the creation of a black intelligentsia. W.E.B. DuBois, on the other hand, directed attention to the intelligentsia, and cultural-political theoretics, but, in his early and most famous approach, failed to provide sufficiently for the masses. Possibly as a consequence of historical circumstances - the location of most blacks of that day in the South and the irreconcilable mores of segregation - neither developed theoretics for invating white colleges.

This dissertation is an examination of the struggle to desegregate the public schools of Virginia from 1954 to 1972. The Supreme Court in Brown v. Board of Education attacked the social foundation of eleven southern states when it declared that racially segregated schools were "inherently unequal." Brown I,, in fact, was one of many controversial decisions made by the Supreme Court as it reflected the egalitarian spirit of the 1950's and 1960's. By 1970, however, a growing list of legal scholars questioned the wisdom and effectivemess of the Warren Court's judicial activism. My major objective was to trace the tortuous …
