The Spheres, live work play development concept is located adjacent to Higuera St, along an arterial road that primarily contains industrial and commercial land uses. The proposed development site is intended to enhance the city of San Luis Obispo by addressing the necessities of the surrounding community.

The development proposal adopts the Urban Design principle, Smart Growth Planning, designed to direct development into areas that have adequate utility capacity and transportation networks and to encourage walkable communities. The private sector is bereft of storm water management structures that reduce flooding in cities, but “public / private partnerships can be excellent vehicles for delivering innovation in storm water management,” according to the Urban Land Institute, a think tank based in Washington D.C. Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. The city of Las Vegas is attempting to revitalize downtown through a creative economy by bringing cultural and experiential activities to the area in a mixed use arrangement with residential, business and civic uses. This study looks at the possibility of not only revitalizing downtown, but on it becoming a true creative milieu - a place that fosters creativity and innovation. It does so by first identifying three major forces working upon the realization of these goals: 1) the regional socio-economic conditions, 2) the government strategies, and 3) the creative population's participation.
