Implications Of Adolescents' Perceptions And Values For Planning And Design, Camille Passon, Daniel Levi, Vicente Del Rio Sep 2008

Implications Of Adolescents' Perceptions And Values For Planning And Design, Camille Passon, Daniel Levi, Vicente Del Rio

City and Regional Planning

Adults are responsible for selecting and creating the environments where their children and youth live, but it is not clear if these places contain the qualities that young people value. In this study, high school students from three communities were surveyed regarding their perceptions of where they live to determine whether indicators identified by previous research as qualities that youth value are present in those communities and perceived to be important. Although the results suggest the indicators are important to the adolescents, their communities lack a majority of them and this has contributed to low satisfaction ratings. Recommendations for better …

Measuring Tsunami Planning Capacity On U.S. Pacific Coast, Zhenghong Tang, Michael K. Lindell, Carla S. Prater, Samuel D. Brody

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Abstract: The U.S. Pacific coastal states are at risk from both locally and distantly generated tsunamis. This vulnerability can be reduced by effective hazard management plans, but no studies have been conducted to determine how local jurisdictions have incorporated tsunami hazard management into their planning frameworks. This paper analyzes the quality of hazard management plans from 43 coastal counties in these states. Plan quality was measured by a plan evaluation protocol defined by five components and 37 indicators. The results show that few Pacific coastal counties have prepared well for tsunamis. Most plans have a weak factual basis, unclear goals …

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer May 2008

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer

Planning

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …

Brunswick Me: De-Militarizing The Bnas, Anne Holland, Brett Richardson, Richard Barringer

Planning

Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. In its planning process, the BLRA adhered to a number of well thought-out Guiding Principles, including the use of extensive public participation and the consideration of “smart growth” principles and …

Sustainable Portland: Implementation Series 1, New England Environmental Finance Center

Climate Change

When the Sustainable Portland Task Force Report was released in November 2007, under the leadership of Mayor Jim Cohen, Portland Councilor Kevin Donoghue had the idea that students at the Muskie School of Public Service might be able to help implement recommendations from the report. It may have helped that Kevin was himself a graduate of the Community Planning and Development Master’s program at the Muskie School, but it was a good idea nevertheless. He approached Professor Sam Merrill in the CPD program, who spoke with the new Mayor Ed Suslovic about a possible partnership between the City and the …

Using Built Environment Characteristics To Predict Walking For Exercise, Gina S. Lovasi, Anne V. Moudon, Amber L. Pearson, Philip M. Hurvitz, Eric B. Larson, David S. Siscovick, Ethan M. Berke

Dartmouth Scholarship

Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. We used these two approaches to test whether built environment characteristics near the home predict walking for …

Stores As Schools: An Adaptive Reuse Alternative For Communities Dealing With Underutilized Commercial Space And Overcrowded Schools, Jayne M. Bernhard Jan 2008

Stores As Schools: An Adaptive Reuse Alternative For Communities Dealing With Underutilized Commercial Space And Overcrowded Schools, Jayne M. Bernhard

Masters Theses 1911 - February 2014

Over the past two decades, underused shopping malls and big-box stores have become more prevalent in the landscape, even as newer ones are built. Shopping centers from the last half of the twentieth century may not have been designed to serve uses other than commercial, but that does not mean these buildings must or should only be thought of as single-use spaces. Projects from across the United States demonstrate that large, empty commercial structures can become municipal complexes, new town centers, mixed-use complexes, office buildings, churches, and gymnasiums. They also can be rehabilitated to fill the need for new schools …

Appropriation Of Architectural Ruins In Britain During The Eighteenth And Nineteenth Centuries, Rumiko Handa Jan 2008

Appropriation Of Architectural Ruins In Britain During The Eighteenth And Nineteenth Centuries, Rumiko Handa

Architecture Program: Faculty Scholarly and Creative Activity

Each year all over the world, from Acropolis to Jerusalem, from Angkor Wat to Machu Picchu, tourists flock around ruins. They are fascinated by the lives of the people who are long gone, displaced for political, cultural, or unknown reasons. Ruins entice the visitors' imaginations because of the physical and metaphysical incompleteness - missing roofs, decayed stones, or lost way of living, which once kept the buildings alive. While some ruins of historical significance are set for preservation by lawful designations, some buildings are turned into hotels and other tourist facilities.1 New buildings are also constructed mimicking the form but …

Linking Planning Theories With Factors Influencing Local Environmental-Plan Quality, Zhenghong Tang Jan 2008

Linking Planning Theories With Factors Influencing Local Environmental-Plan Quality, Zhenghong Tang

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

The major planning theories provide a theoretical foundation for environmental planning. This study extends the major planning theories and develops a robust conceptual framework to measure the key factors influencing local environmental-plan quality. A random sample of forty Californian local comprehensive land-use plans and associated planning processes is analyzed to identify the critical factors influencing environmental-plan quality. Results from multiple regression analysis indicate that regular updating, environmental-information management and sharing, and planners contribute significantly to local environmental-plan quality. The findings expand established planning theories and practice by suggesting ways to improve local environmental-plan quality.

Evaluating Local Coastal Zone Land Use Planning Capacities In California, Zhenghong Tang Jan 2008

Evaluating Local Coastal Zone Land Use Planning Capacities In California, Zhenghong Tang

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Local jurisdictions’ coastal zone land use plans play an important role in protecting critical coastal resources and ensuring coastal communities’ sustainable development. This study extends the previous national and regional measurement systems to local coastal zone land use planning. This study evaluates 46 California local jurisdictions’ coastal zone land use plans and analyzes the factors influencing local coastal zone land use planning capacities. The descriptive results show that planning quality varied widely in scope and content, and did not fully utilize available coastal management tools and mechanisms to influence local development patterns. The regression results further highlight the influence of …

Evaluating California Local Land Use Plan’S Environmental Impact Reports, Zhenghong Tang, Elise Bright, Samuel Brody Jan 2008

Evaluating California Local Land Use Plan’S Environmental Impact Reports, Zhenghong Tang, Elise Bright, Samuel Brody

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Local land use planning has profound impacts on environmental quality; however, few empirical studies have been conducted to systematically measure local land use plans’ environmental assessment quality and to identify the factors influencing it. This paper analyzes the quality of 40 Environmental Impact Reports (EIRs) of local jurisdictions’ land use plans in California. A plan evaluation protocol defined by five core components and sixty-three indicators is developed to measure the quality of local land use plans’ EIRs. The descriptive results indicate that the local jurisdictions produce relatively good quality on its EIRs, but there is still much room for improvement. …

Demographic Characteristics And Concerns Of New Arrivals To Rural Nebraska, James Potter, Rodrigo Cantarero, Nicholas Pischel Jan 2008

Demographic Characteristics And Concerns Of New Arrivals To Rural Nebraska, James Potter, Rodrigo Cantarero, Nicholas Pischel

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Immigration is often thought of as a problem primarily for large metropolitan areas. However, much of the recent literature dealing with the meat processing industry focuses on the migration it generates towards small, rural towns in the American Midwest. The prior studies frequently use a qualitative method. The primary goal of this study was to explore the characteristics of new arrivals to two Midwestern towns (Schuyler and Crete, Nebraska). The basic method used for developing the inventory of demographic characteristics and concerns was analyzing data from two quantitative studies previously conducted by the authors. Identical questions were selected from each …

Urban Branding Strategies And The Emerging Arab Cityscape: The Image Of The Gulf City, Mona Helmy Jan 2008

Urban Branding Strategies And The Emerging Arab Cityscape: The Image Of The Gulf City, Mona Helmy

Architectural Engineering

Since 1970, oil has given the Arab Gulf cities the opportunity to break regional and international records in urban development and economic growth, experiencing dramatic changes in the political, economic and socio-cultural domains, and especially in architecture and urbanism. The development of oil urbanization was shaped by the different practices of "Urban Branding" and city marketing processes. More important, "Urban branding" presents the duality of the emerging cityscape, in which the "perceived images" of the city as a tangible experience of the "urban landscape" interacts with the "brand image" of the city created by the media generated image or "urban …

Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz Jan 2008

Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

School of Law Faculty Publications

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …
