This paper evolved from a case study of three Gold Coast beach precincts that examined the complex relationships between the urban design attributes and spatial arrangement of beach precincts and their effect on public access to activity, amenity and facility. Australian and overseas urban design guidelines were examined along with the requirements of restorative places. The focus of the scrutiny of the guidelines was to identify the nature of urban design principles that enhance egalitarian, walkable access to the restorative values found in beach precincts. In the 400 years since European settlement, Portland has survived the ravages of war, invasion, pestilence, conflagration, and economic depression and recession. Once a renowned manufacturing, trade, and shipping center, it now enjoys what might be called a post-industrial renaissance as a vibrant center for the arts, education, entertainment, and banking, legal, and medical services; and is frequently cited as one of America’s best small cities. Small towns are facing a critical juncture in this point in their history. As most areas transition from a heavy depend acne on industrial based economy to an uncertain post-industrial, they face challenges unique to rural areas. In an attempt to practice inclusive planning, this research project explores whether Broadway Avenue functions as an ethnic commercial strip and identifies social, physical, and economic components that contribute to the Latino neighborhood/ barrio. Using pilot studies Loukaitou-Sideris (2000), Loukaitou-Sideris (2002), Rojas (1993), Manzumdar et al. (2000), Main (2007), and Fernando (2007) as a foundation, this research uses a single case study in addition to several research methods: 42 random surveys, literature review and analysis, site observations/pictures, and land use survey.

In the late 1980s, Sioux Falls, South Dakota recommitted to its downtown, removed a dead pedestrian mall, and joined the National Main Street program. The city‘s downtown revival efforts have been largely successful in the past twenty-some years, but this success has rendered the current downtown design guidelines from the early 1990s both function-ally and aesthetically outdated. The neighbourhood concept is arguably one of the major planning landmarks that shaped the urban form of the twentieth century city in many countries. Coincidently, both the neighbourhood idea of Clarence Stein and Henry Wright, exemplified in their plan for Radburn, and the Neighbourhood Unit idea of Clarence Perry were published in 1929. The urban design principles of Stein and Wright included the idea of a superblock of residential units grouped around a central green, the separation of vehicles and pedestrians, and a road hierarchy with culs-de-sac for local access roads.
