This is an institutional master plan outlining capacity development for the University of Massachusetts going forward to 2020 and beyond to 2050. The plan establishes a shared vision for future development that features new open spaces; transportation and pedestrian safety; parking decks built on the edge of campus; new bike-ways; new circulation systems including pathways with striking views of the Pioneer Valley; improvements to utilities; and a strategy for reuse of historic buildings. In 2013 the University of Massachusetts, on behalf of the University of Massachusetts Building Authority and Massachusetts Division of Capital Asset Management and Maintenance (DCAMM), submitted an Expanded Environmental Notification Form for the University's 2012 - 2021 Capital Improvement Plan to the Executive Office of Energy and Environmental Affairs (EOEEA) Massachusetts Environmental Policy Act Office (MEPA). The UMass Amherst Campus Master Plan Sustainability Chapter articulates the manner in which the Campus Master Plan 2012 principles translate into specific recommendations for campus systems development in support of future smart growth. The University of Massachusetts Amherst has a long tradition of campus planning that dates back to 1866 and the first plan for the campus by Frederick Law Olmsted. Successive planning efforts in the modern era have documented strategies for continued development of the campus. Despite this long tradition of planning, development of the campus has at times diverged from the recommendations of successive master plans. The last plan was adopted in 1993 and updated in 2007. Many institutions are scrutinizing library space as a potential space bank in times of tight capital resources, while librarians are seeking ways to shift lesser-used collections into storage, create more user space, and improve services. Accomplishing these tasks at University of Massachusetts Amherst's Du Bois Library, a 26-story tower, posed a particular challenge. The library's master plan needed to explore compatible uses, partners for integrated services, and identify opportunities to repurpose space for university needs as well as the library's future vision.
