The issue of housing in Egypt is an evolving historical phenomenon intricately tied to the Egyptian identity, and deeply embedded in the social and political fabric. Common language shapes actual realities and it forms an integral part of the cultural parameters. This research is a critical discourse analysis (CDA) of the housing narrative across four consecutive ruling regimes with distinct political orientations. It deploys a two-stage CDA approach. The first stage involves ideological codification of the narrative to chronologically organize them into their ideological orientations and categories. Buildings are responsible for almost 40% of total global greenhouse gas emissions and the retrofitting of existing buildings is an essential part of solving the problem. About 75% of buildings in Californian were constructed before the first energy-efficiency building code was adopted in 1978. Old buildings are inefficient, responsible for large carbon footprints and must be retrofitted to stay on track with the state's climate targets. However, current policies do not require substantial changes and tend to favor historic preservation over energy efficiency, missing improvement opportunities. The research was grounded in the speech given by Whitney Young to the American Institute of Architects (AIA) in 1968, and the initial partnership between the AIA and the National Organization of Minority of Architects (NOMA) in 2001 to increase the number of African American architects to 15,000 by 2030. However, many ignore these negative thoughts and fail to acknowledge them as a serious issue. My art, which shares my own experiences, creates safe, cathartic places for viewers to think about their own emotional experiences. Architecture is an inherently political endeavor. As such, designers should carefully consider the spatial dialogue that the built environment creates between those who control spaces and those who use them. In times of crisis, this dialogue often ceases to be an equal exchange, pushing users’ needs aside and exerting authority in the most expedient way possible.

This thesis proposes that amidst settings of conflict, hyper-responsive architectural systems can counteract landscapes of authority by returning spatial agency to users. As the means of providing such a system, oil rigs should be repurposed as a network of deployable crisis response hubs.
