In order to inform the Digital Leadership and Cultural Change pillar of the Build Digital, a study of international best practice in digital adoption within the built environment sector globally was undertaken and is presented here-in. In order to identify key learnings for Ireland in the context of digital transformation, eight countries were included in this study, namely, Denmark, Finland, Netherlands, Germany, United Kingdom (UK), New Zealand, Australia and Singapore. The Annual Survey 2022 was conducted to assess the state of digital transformation in the Irish construction and built environment sector. This report presents the analysis of survey data, with a focus on implications for the Build Digital project and Build Digital’s five pillars: Digital Leadership & Cultural Change, Digital Standards, Digital Education & Training, Digital Procurement, and Sustainability & Circular Economy. Energy efficiency retrofit of buildings represents a key effort in reducing EU energy demand by 20% by 2020. However, predictions tend to overestimate savings by large percentages. The shortfall in savings can be attributed to incorrect predictive techniques, comfort takeback along with other behavioural and workmanship variables. Common predictive techniques related to heat loss tend to be based on the U-value of the building envelope. The Irish State in recent years has suffered huge financial losses in the public works sector, which has now pushed the Irish Government to explore new ways of controlling cost. This background lead to the introduction of the Capital Works Management Framework in 2007 which aimed to support the certainty of outcome in terms of cost and quality, as well as improved risk management, through the implementation of fixed price contracts. Research studies have shown that the initial energy embodied in a building can be as much as 67% of the operational energy over a 25 year period.
