The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. Floods are the most damaging natural disasters in America. Land use change in upland watersheds can increase the probability and severity of floods (Bronstert, Niehoff, & Burger, 2002). When watersheds are divided by political and private property boundaries it leads to a misalignment of incentives in which downstream users lack recourse for upstream land use decisions contributing to flood risk. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. Shrinking, slow-growth and fast-growth cities have different opportunities and constraints. This paper uses New Orleans following the severe flood damage from the 2005 hurricanes as a case study to investigate the challenges to developing equitable and effective plans in a city with significant population loss. By addressing four elements that are necessary for effective planning in depopulated areas—strategies for targeted investment and consolidation; alternatives for underused areas; mechanisms to reintegrate abandoned parcels; and plans for infrastructure and service provision—we argue that the lack of effective tools was a pivotal impediment to effective planning.

This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966 – 1975), the Commercial Architecture Era (1976 – 1991), and the Progressive Planning Era (1992 – 2010). Wildfire is a growing threat to suburban and exurban communities, in part because fires have grown more severe and frequent as a result of land use and climatic influences and in part because more people are living in fire prone areas. The so-called Healthy Forest Restoration Act (HFRA), the federal government’s response to this crisis, is a deeply flawed statute that will likely exacerbate wildfire risks at the same time it makes real ecological restoration even harder.
