The introduction of the fast-tracking housing regulations in Ireland has modified the dynamics in which democratic participation is deployed in planning decisions. The resulting planning process has favoured inequality phenomena and has strengthened the position of construction lobbies in large-scale developments. This paper enforces citizen engagement in the Strategic Housing Development (SHD) framework using Building Information Modelling (BIM) and blockchain technologies to build digital trust. This paper presents and discusses the preliminary results of a small scale visualisation project as part of which the low-cost LiDAR scanner that now comes as standard with the iPad Pro was used in conjunction with both the Arctec Leo structured light scanner and photogrammetric survey methods to record, analyse and present the recently excavated remains of a Neolithic passage tomb at Dowth Hall, Co, Meath, Ireland.
