Bioswales are a type of green infrastructure that conveys stormwater before directing it to a storm sewer system or other flood control structure (McLaughlin, 2016). This thesis proposes an eclectic pairing of Henry George’s value capture theory and Marxist spatial theory as a possible space-based solution to the student debt crisis. The literature review section includes background on neoliberalism in public universities; student spending and debt; current policy proposals for alleviation of the debt crisis; and selected analysis of Georgist and Marxist theories, including the work of Henry George, Henri Lefebvre, and David Harvey. Prevalent availability and use of small unmanned aircraft systems (sUAS) have placed this technology at the forefront of federal, state, and local policy discussions. With the Federal Aviation Administration’s (FAA) August 2016 release of regulatory conditions for civilian and commercial uses of unmanned aircraft, states and local governments are seeking to enact their own regulations to protect citizens, vital infrastructure, and economic assets including airports. For several decades, community design centers (CDCs) have specialized in professional design and planning assistance to non-profit groups, agencies, and individuals that lack the funding or resources to otherwise receive such services (ACD 2016). Notwithstanding the historical context under which CDCs were originally created, their persistent presence since the year 2000 has seen the number of CDCs nearly triple in North America, from just under 70, to "over 200 active organizations, covering ever-expanding geographic, disciplinary, and strategic territories" (ACSA 2014, 4).
