This thesis examines the ways in which Potosí's two most influential colonial artists represented the urban dynamics of race, class and labor in their depictions of the Andean 'City of Silver' during the eighteenth century, when silver production, profits and population were dramatically declining.

Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

In spite of numerous programs and policies that encourage private investment in affordable housing, particularly after hurricane disaster, insufficient numbers of affordable units exist to meet demand. Some low-income households are displaced in the course of disaster recovery, and others face severe housing cost burdens as demand for affordable housing outstrips supply. Some suggest competitive uses for limited funds impede production. Others suggest that disaster and recovery policies tend to favor homeowners and economic recovery. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. This research analyzes and tests the application of a process driven memorial intervention on the contested territory of Staro Sajmište, Novi Belgrade’s former 1937 International Exposition Fairgrounds that was adapted into a concentration camp in 1941. Today, Staro Sajmište exists as makeshift living for an impoverished community. This research puts forth an examination of the relationship between municipal planning and short line freight railroads. Methodologically, it employs a content analysis framework that explores local master plans and zoning bylaws for the presence of concepts relevant to short line railroads. A historically omitted topic, the railroads are found to be frequently omitted from plans, often conflicting with civic and recreational interests despite their increasingly efficient ability, economic and environmental, to service numerous industries. This study investigates the effect of rainfall on transit performance measures at the route level in the Puget Sound region of Washington State. Transit agencies are required to report certain performance metrics to the Federal Transit Administration (FTA), but performance measures can also be used to evaluate service and provide customers with information regarding the transit system. Using a three-year sample of archived automatic vehicle location (AVL) and hydrologic data the relationships between ridership, travel time, delay, and rainfall were investigated.
