This thesis examines the ways in which Potosí's two most influential colonial artists represented the urban dynamics of race, class and labor in their depictions of the Andean 'City of Silver' during the eighteenth century, when silver production, profits and population were dramatically declining.

Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

This exploratory research assisted in bridging the gap between understanding sustainable policy development and resulting impact on the corresponding outcomes, including influences from political culture. Followed by an overarching view of the changes in sustainable built environment outcomes over the course of nine years and how these outcomes influenced air quality measurements and inpatient asthma discharges. In spite of numerous programs and policies that encourage private investment in affordable housing, particularly after hurricane disaster, insufficient numbers of affordable units exist to meet demand. Some low-income households are displaced in the course of disaster recovery, and others face severe housing cost burdens as demand for affordable housing outstrips supply. Some suggest competitive uses for limited funds impede production. Others suggest that disaster and recovery policies tend to favor homeowners and economic recovery. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

In 1963, Japan passed the New Residential Town Development Act prompting the construction of publicly constructed large-scale residential satellite towns across the nation in response to a severe housing crisis. Addressing two case studies, Senri New Town near Osaka and Tama New Town outside of Tokyo, this thesis examines the historical and social context of the design and construction of postwar new towns by tracing the institutional, intellectual, and architectural histories that shaped their urban form. ‘Towers in the park,’ a destructive urbanistic typology that gained notoriety with idealistic projects by Le Corbusier, are prevalent in American cities. This architectural and urban concept consists of mono-functional high-rise towers, typically residential, placed on a superblock of unprogrammed over-scaled greenspace. This research analyzes and tests the application of a process driven memorial intervention on the contested territory of Staro Sajmište, Novi Belgrade’s former 1937 International Exposition Fairgrounds that was adapted into a concentration camp in 1941. Today, Staro Sajmište exists as makeshift living for an impoverished community. Traditional memorial and conservation efforts have been attempted on the site over the last 60 years; however, none have achieved an appropriate depth of impact. This research puts forth an examination of the relationship between municipal planning and short line freight railroads. Methodologically, it employs a content analysis framework that explores local master plans and zoning bylaws for the presence of concepts relevant to short line railroads. A historically omitted topic, the railroads are found to be frequently omitted from plans, often conflicting with civic and recreational interests despite their increasingly efficient ability, economic and environmental, to service numerous industries. Between 1985 and 2014, 19 metropolitan areas in the United States built new light rail systems at a cost of over $30 billion. The US Department of Transportation funded a major share of the costs, with support from state and local public funding sources. This dissertation begins by providing an introduction to this era of light rail projects by placing them in the historical context of surface transit improvements in the United States. The aim of this project report is to investigate and identify the needs of the historic area (focus area) in the City of Milpitas, to positively contribute to the City’s planning process, and to make recommendations for the focus area’s future development. In the first chapters, City and focus area research results are presented. Currently, there is a lack of exclusive regulatory standards for attractive development in the City’s historic core. This study investigates the effect of rainfall on transit performance measures at the route level in the Puget Sound region of Washington State. Transit agencies are required to report certain performance metrics to the Federal Transit Administration (FTA), but performance measures can also be used to evaluate service and provide customers with information regarding the transit system. Using a three-year sample of archived automatic vehicle location (AVL) and hydrologic data the relationships between ridership, travel time, delay, and rainfall were investigated. The analysis of daily ridership and rainfall resulted in no statistically significant results, however, the results are supported by …

In India poor sanitation accounts for 1,600 daily deaths of children under the age of five (Dasra, 2012). The societal and environmental conditions in India and many other developing countries have continuously stood as barriers to facilitating changes in sanitation behavior. Efforts made to improve hygiene have continuously faced opposing forces including major gaps between the supply and demand of sanitation. The lack of a comprehensive database for both concentrating and photovoltaic utility-scale solar power projects, those with a generation capacity of greater than 50 MW, hinders the ability of researchers and policy makers to examine the state of solar development in the state of California.
