Investigating The Correlation Between Freeway Service Levels And Freeway Service Patrol Assists, Nora Chin
Investigating The Correlation Between Freeway Service Levels And Freeway Service Patrol Assists, Nora Chin
Master's Theses
The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

Alternative Institutional Arrangement For Urban Transit And Intercity Railway Operations: Lessons For The U.S., Seitu Akira Coleman
City and Regional Planning
Public transportation is an important part of the U.S. transportation system. After losing popularity in the U.S. during the mid-20th century, public transportation has been making a strong comeback in major metropolitan areas since the 1990s. In an effort to reduce inner-city traffic congestion, promote environmentally sustainable development patterns, rejuvenate decaying central business districts, and take advantage of all the other externalities of public transportation (i.e., reduced air pollution, a smaller urban footprint reducing sprawl, etc.), urban areas have been actively expanding their existing systems or building completely new systems. Despite the strong interest in reinvesting in public transportation and …

The City Of Milpitas Historic Gateway Background Report And Design Guidelines, Jaime Marie Jaramillo
Master's Theses
The aim of this project report is to investigate and identify the needs of the historic area (focus area) in the City of Milpitas, to positively contribute to the City’s planning process, and to make recommendations for the focus area’s future development. In the first chapters, City and focus area research results are presented. Currently, there is a lack of exclusive regulatory standards for attractive development in the City’s historic core. The project report then discusses the results of a short empirical everyday user survey, a parcel-by-parcel land use survey, and a walkability analysis. Research results indicate that the focus …

Using Archived Transit Data To Analyze The Effect Of Rainfall On Transit Performance Measures At The Route Level, Nicholas F. Bleich
Using Archived Transit Data To Analyze The Effect Of Rainfall On Transit Performance Measures At The Route Level, Nicholas F. Bleich
Master's Theses
This study investigates the effect of rainfall on transit performance measures at the route level in the Puget Sound region of Washington State. Transit agencies are required to report certain performance metrics to the Federal Transit Administration (FTA), but performance measures can also be used to evaluate service and provide customers with information regarding the transit system. Using a three-year sample of archived automatic vehicle location (AVL) and hydrologic data the relationships between ridership, travel time, delay, and rainfall were investigated. The analysis of daily ridership and rainfall resulted in no statistically significant results, however, the results are supported by …

Barriers To Implementation Of A Health, Hygiene, & Sanitation Program: Chennai, India, Kelsey A. Steffen
Master's Theses
In India poor sanitation accounts for 1,600 daily deaths of children under the age of five (Dasra, 2012). The societal and environmental conditions in India and many other developing countries have continuously stood as barriers to facilitating changes in sanitation behavior. Efforts made to improve hygiene have continuously faced opposing forces including major gaps between the supply and demand of sanitation. This paper will focus on one pilot program conducted in Chennai, India over the summer of 2014. This program was designed to teach school children safe sanitation and hygienic habits by providing a guiding tool to teachers. The study …
Utility Scale Solar Projects In California: An Initial Survey, Meaghan Mroz-Barrett
Utility Scale Solar Projects In California: An Initial Survey, Meaghan Mroz-Barrett
Master's Theses
The lack of a comprehensive database for both concentrating and photovoltaic utility-scale solar power projects, those with a generation capacity of greater than 50 MW, hinders the ability of researchers and policy makers to examine the state of solar development in the state of California. This research project seeks to fill this gap in understanding by creating a database of proposed and developed projects in order to examine trends in proposals, process time, approvals, and construction starts. Existing literature was evaluated to determine potential factors for project success in approval and construction. Upon determination of these factors, the project database …

Measuring The Influence That Components Have On Pedestrian Route Choice In Activated Alleys, Samuel Hirsher Gross
Master's Theses
This paper explores how cities have integrated formal planning into improving public space. Through a review of literature on the topic, this the paper identifies the potential design has to renovate narrow streets and alleys, within the public right of way. By preforming an assessment of plans and programs, this paper identifies the common themes or components that have been used by planners, architects, and engineers to improve the urban environment for pedestrians. Based on this information, a pilot study was created to measure the influence the most common components have on pedestrian route choice. The results are then compared …

City and Regional Planning Studios and Projects
The City of San Luis Obispo (SLO) has eleven official public open spaces. Managing these places presents a challenge in providing top-tier environmental stewardship, while also accommodating passive recreational use and access, in an era of fiscal limitations and competing priorities. Given that reality and the changing population dynamics in the US, providing equal access to these facilities is of increasing importance, whether by car, bike, on foot or via public transit. These open spaces provide value (environmental, economic and social) primarily to residents, as well as visitors, and gaining a data-driven understanding of that value was a primary goal …

Evaluating Urban Design Strategies For Climate Change Adaptation In Los Angeles, Kerby Andrew Olsen
Evaluating Urban Design Strategies For Climate Change Adaptation In Los Angeles, Kerby Andrew Olsen
Master's Theses
Human interference with the Earth’s climate, through the release of greenhouse gasses (GHGs), is estimated to have already increased average statewide temperatures in California by 1.7° Fahrenheit (F), with a further 2.7°F of warming expected by mid-century. The negative impacts of increased temperatures may be especially acute in mid-latitude cities that currently enjoy a mild climate, such as Los Angeles (LA), which are projected to warm to a point that will significantly affect human health and well being. The built environment increases urban temperatures through building materials that readily absorb heat from the sun, a lack of vegetation, a lack …
Moor Movement: Automated Docking On Drought-Stricken Reservoirs, Daniel Beck
Moor Movement: Automated Docking On Drought-Stricken Reservoirs, Daniel Beck
Landscape Architecture
Moor Movement establishes a mechanized docking system for unpredictable shoreline fluctuations on inland lakes and reservoirs. Due to climate change and warmer global temperatures, the threat of ocean level rise has initiated massive proposals to address the interface between ocean and man-made infrastructure. While this is a monumental problem, ocean level rise is not the only immediate threat. The recently declared emergency drought conditions in California are finally bringing attention to inland lakes and reservoirs. While ocean levels might rise 2-7 feet in 100 years, a lake could drop 100 feet in 5 years. What happens to access roads, marinas, …

Does Scenic Make Cents?, Sara Ann Sanders
Master's Theses
The stretch of California Route One (Highway 1) from the City of San Luis Obispo reaching north to the Monterey County line is one of the most scenic drives in the United States. This stretch of highway is a destination in its own right; so much so, the San Luis Obispo North Coast Scenic Byway is federally designated as an All-American Road, the highest scenic designation of any road or highway in the nation. There has been a history for funding the preservation and enhancement of these roads; however, it was removed in 2012. Even with the lack of current …

Bicycle Tourism Plan For Economic Development: A Template For Rural Agricultural Towns And A Case Study For The City Of Winters, California, Marisa Rene Lee
Master's Theses
Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level.

The Impact Of Cargo Bikes On Travel Patterns: Survey Report Spring/ Summer 2014, William Riggs, Jana E. Schwartz, Crp 425 Bicycle And Pedestrian Planning
City and Regional Planning Studios and Projects
Cargo bikes are becoming increasingly available in the United States with vendors such as Yuba, Trek, XtraCycle, and Marin all offering platforms. While a large body of research has continued to investigate traditional bike transportation, cargo bikes offer the potential to capture trips for those that might otherwise be made by car. To investigate this, a survey was conducted querying how use and travel characteristics changed upon cargo bike ownership (N = 299; 95% Confidence Interval +/-6%).
