Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

Local municipal governments have a crucial role in helping communities adapt to climate change. Recognizing different levels of climate preparedness, this chapter analyzes what steps communities tend to follow when they move forward on climate adaptation, including prerequisites for planning and the selection of policies. Drawing on content analyses of local climate adaptation plans from the United States (US) and Australia, as well as interviews with municipal planners in both nations, the chapter explores the adaptation policy choices communities are making and explains the range of strategies local governments have used to move forward on a ‘ladder’ of climate adaptation, …

In “The New Universalism” Daniel Bertrand Monk and Andrew Herscher bring together global history and global humanitarianism to argue the emergence of a new (perverse) universal singular—a monadological refugee and form of refuge that threaten to efface both. By putting shelter and displacement side by side, they insightfully point us to different global patterns, such as the turn to the principle of the particular. Monk and Herscher read these patterns against the grain, offering us—almost in passing—a new history of humanitarianism.

The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

Hurricane Sandy was a major event with major implications for how sociologists think about the relationship between climate change and crisis in urban areas. The storm’s impact on New York provides a valuable case for considering how to study the impacts of climate change on large, densely settled cities with vulnerable hard infrastructure and highly complex social conditions that produce differentiated experiences across many different communities. This working paper considers data at several levels of analysis with the aim of assessing neighborhood inequalities in the impacts of such extreme weather. Extract: Public private partnerships are a method for the delivery of social and economic infrastructure services in over 80 countries worldwide. PPPs are a contractual arrangement between public and private entities through which the skills, assets and/or financial resources of both sectors are allocated in such a manner that provides optimal service delivery and good value to society. The international evidence suggests that public private partnership procurement methods using value for money evaluation criteria are delivering better infrastructure services at lower cost than traditional procurement methods.

A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. This is a significant change which has not been sufficiently discussed and has consequences which are not appreciated. What begins as a study of temporalities in St. Louis' architecture condenses first into a presentation of the relationships within the city which reveal conflations of different scales, durations, and structures of time as a synthesized, annotated drawing. The study then focuses on four projective drawings exploring the production of diachronic time in a megastructure connected into St. Louis. Objective: To compare sociodemographic and motivational factors for healthcare use and identify desirable health-promoting resources among groups in a low socioeconomic status (SES) community in Chicago, IL. Background: Disparities in health services and outcomes are well established in low SES urban neighborhoods in the United States and many factors beyond service availability and quality impact community health. Uncivil behavior in the workplace can cause absenteeism or low job performance among employees, yet little academic literature addresses this relationship, particularly in the public sector. The purpose of this phenomenological study was to use the transactional analysis of communication (TAC) model to explore the ramifications of incivility in the Veterans Health Administration (VHA). The central research questions focused on employee perceptions of incivility and effective communication within the VHA. Twelve VHA employees were recruited for participation through a snowball sampling technique. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. Moreover, contemporary renewal projects are found to be small-scale endeavors, …

Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century. The term postindustrial society presupposes categorizing society based on an economic means of classification. Its use rests on assessing the relative status of manufacturing industry as an economic sector. Significant adjustment in sectoral location and nature of employment precipitated by late-twentieth-century deindustrialization in the developed world led many social theorists and critics to predict broad changes throughout domains of everyday life. Some began to speak not only of sectoral transformation but also of an emergent ‘ postindustrial society. ’ Following earlier agrarian and industrial ‘ revolutions, ’ postindustrialism suggested yet another revolution that would again transform how societies were organized.
