Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. Adaptation strategies have been widely recognized as playing an important role in improving a community’s ability to respond to climate stressors by resisting damage and recovering quickly.

Prelude to a Master Plan offers ideas, recommendations, and a toolkit to help the town chart its own path towards that future. While the teams and individual students worked to ‘drill down’ into specific topic areas, the Studio defined three basic areas in order to think about how the various assets, challenges and ideas undermine or reinforce one another. This practice guide was developed by the Environmental Finance Center Network (EFCN) through the Capacity Building for Sustainable Communities program funded by the US Department of Housing and Urban Development and the US Environmental Protection Agency. Through a cooperative agreement with HUD, EFCN is providing capacity building and technical assistance to recipients of grants from the federal Partnership for Sustainable Communities, an interagency collaboration that aims to help towns, cities, and regions develop in more economically, environmentally, and socially sustainable ways.

Gentrification has been a major factor reshaping North American cities for at least four decades, as well as a vital concern of sociological research. In recent years, there appears to be an increasing awareness of the process among contemporary gentrifiers themselves. This self-conscoiusness is significant on two levels: (1) it is unanticipated by or at least unaccounted for in much of the canonical literature on gentrification, having only recently gained acknowledgement (most notably work by Brown-Saracino that explores aspects of a particular type of self-aware gentrifiier); (2) it is complicating the way many gentrifiers or would-be gentrifiers frame and actively …

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. This resource directory is intended to help communities design, implement, fund, and monitor green infrastructure practices and programs. The City of Springfield, Massachusetts is one of the largest cities in western Massachusetts, and was established on the Connecticut River for trading and as a fur-collecting post. In 18th and early 19th century, it experienced an industrial boom and became a regional financial center. Springfield became a major railroad center and grew to become the regional center for banking, finance, and courts. However, in mid-19th century Springfield suffered due to the flooding of the Connecticut River and the disinvestment in industry. These resulted in an urban sprawl as people started moving away from heart of the city.

Community Land Trusts (CLTs) are an affordable housing model based in the principles of community control of land and housing, as well as the permanent affordability of home ownership. Because of their membership-based governance structure and limited-equity formula, they are uniquely positioned to target reinvestment in communities of color and low-income communities without perpetuating cycles of displacement. Though focused on home ownership, many CLTs have adapted the model to include rental housing. This paper evaluates the accuracy of county-level population estimates and forecasts under three different methods for estimating the domestic migration in a components-of-change framework. The first is a net-migration approach similar to that used by the U.S. Census Bureau and by many state data centers. While common, the net migration assumption has been widely criticized for not accurately reflecting the population ‘at risk’ of migrating into a county. The other two methods follow a gross migration approach whereby in- and out-migration are added separately into the population change equation. The simple gross migration approach estimates domestic in-migration to each county …

Historic Preservation

The southern, eastern, and northern façades (the principal façades) have a great amount of decorative masonry including granite, slate coursing, brownstone coursing, and brick veneer (Photo 2). All of these materials are in good condition, except for the brownstone, which is deteriorating in areas that are connected to a wrought iron balustrade. The surface of the brownstone is face-beded, and the corrosion of the iron in contact with the stone has caused oxide jacking. All of the masonry has environmental staining.

The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. Strategic and ideological differences within the field limited the efficacy of this rights-based frame, which was seen as politically radical and …
