With Ireland’s strong economic recovery and the gradual revival of its construction industry, the future potential status and growth of its provincial cities in general for Drogheda, and the near 80,000 population of the Greater Drogheda Area (GDrA), is viewed as having been portrayed in an underwhelming way in the withdrawn National Spatial Strategy (NSS). Drogheda straddles both Louth and Meath counties, thereby presenting historic governance issues. Its impressive growth since 1996, in becoming Ireland’s largest town, has required several county boundary adjustments. This divided governance has inhibited its commercial growth. Accessory dwelling units have long been utilized as an alternative strategy of homeowners within single-family neighborhoods of the United States in response to changing needs in living arrangements. The American Planning Association defines an accessory dwelling unit (ADU) as either a self-contained living area located within the walls of an existing home or a freestanding structure on the same lot as the principal dwelling unit. In 2010, Nebraska Legislature passed LB 997 requiring all Nebraska cities and counties to include an energy element within their local comprehensive plan by January 2015. For many communities, this is the first time energy has been addressed within their comprehensive plan. Energy planning literature and the requirements of LB 997 were used to create components of an ideal energy plan. Eighteen energy elements were selected by electronic availability and examined for components of an ideal energy plan. This report resulted from the work developed by an undergraduate class from the California State University San Luis Obispo from September 22, 2014 to December 5, 2014. Under a contract with the City of Wasco’s Planning Department, the CRP 341 Urban Design Studio III studio developed a vision and urban design concepts for the Highway 46 Corridor in Wasco.
