Since the 1980’s numerous urban scholars have taken to proclaiming one city or another as being ‘progressive.’ Planning websites like American Planning Association, Planetizen or Progressive Planning Magazine are inundated with examples of progressive planning in action. The examples of touted progressive cities are many: Burlington, Berkeley, Cleveland, Boston, L.A., Chicago, Cincinnati, Portland, Minneapolis, Austin, Denver, and Seattle have all been championed as progressive cities. Most of them come with brackets: Boston was progressive [under Mayor Flynn]; Chicago was progressive [under Mayor Washington]; Burlington was progressive [under Mayor Sanders]. The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. "It is through interplay that we transcend a static, mechanical existence, but we can only operate within the constraints provided by our environment. The multivalent environment invites interplay and takes one of two forms: either that of kinetic transformability, or of pluralized indeterminacy. This multivalence empowers us through choice and interpretation, and in a sense we are validated as conscious, creative beings. By creating ambiguous spaces that exclude functional indicators and creating transformable architectural elements, this condition will be realized."
